Extension of one year to private schools for fulfilling the norms

Subject : -    Extension of one year to private schools for fulfilling the norms asprescribed in the Haryana School Education Rules,2003 amended in2007 and 2009.

In this regard, it is stated that the district level committees constituted underthe chairmanship of concerned
Deputy Commissioner was authorized to finalize the casesof permanent recognition under the provisions of Haryana School Education (Amended)Rules, 2009 which were notified on 21-02-2009. Deputy Commissioner is competentauthority to grant permanent recognition to such schools under the aforesaid rules. Apartfrom this a public was also issued in the year 2007, to the unrecognized private schoolsdirecting therein not to admit the students in their schools from the next academic sessioni.e. 01.04.2008. This notice was challenged by the unrecognized private schools by way ofvarious writ petitions which are still pending in the Hon'ble High Court. The Hon'ble HighCourt was pleased to stay the operation of the notice issued by the Directorate It is alsopertinent to mention here that such extension was issued by the department to theunrecognized schools for the years 2008,2009,2010 and 2011 also with the condition thatno school will be allowed to run as unrecognized school from the next academic session.Now, the academic session 2012-13 has started and the cases of permanent recognition arestill pending in all the districts. Till the cases of permanent recognition are not finalized, bythe district level committee, it would be appropriate to allow further one year extension tosuch schools to comply with the norms as prescribed in the Haryana School EducationRules, 2003 and amended Rules, 2007 & 2009 for the current academic session 2012-13and also to allow provisional affiliation with Haryana Board of School Education, Bhiwanifor the categories of schools given below:
All schools having provisional affiliation with Haryana Board of School Education,Bhiwani or temporarily recognized by the school Education Department andallowed by the Haryana Board of School Education, Bhiwani Last year onprovisional basis.
Schools in respect of whose applications (received on or before 10-04-2007) arepending with the department/district level committee of Deputy Commissioner for
grant of permanent recognition. The department shall dispose of the pendingapplications in a time bound manner.
It has also been decided that no school will be allowed to run asunrecognized schools from the next academic session 2013-14 starting from 01-04-2013and any act contrary to the provisions of the rules will invite appropriate action under therules.
