प्रदेश के हर मिडिल स्कूल में मुख्याध्यापक की नियुक्ति होगी। सरकार की ओर से हाईकोर्ट में दायर किए शपथपत्र में यह जानकारी दी गई है। सरकार लगभग 5171 मिडिल स्कूलों में मुख्याध्यापकों के पद सृजित करेगी। प्रदेश सरकार ने कुछ समय पूर्व प्रदेश के स्वतंत्र मिडिल स्कूलों में ही मुख्याध्यापकों के पद सृजित करने का निर्णय लिया है। सरकार ने 377 स्वतंत्र मिडिल स्कूलों में मुख्याध्यापकों के पद सृजित कर दिए थे। मुख्याध्यापकों के पद सृजित करने के मामले में निडाना निवासी कर्ण सिंह ने पंजाब एवं हरियाणा हाईकोर्ट में जनहित याचिका दायर की हुई है। पिछले दिनों सरकार ने शपथपत्र देकर बचे स्वतंत्र मिडिल स्कूलों में मुख्याध्यापक के पद सृजित करने की बात कही थी। कर्ण सिंह बनाम स्टेट में एक बार फिर प्रदेश सरकार ने पंजाब एवं हरियाणा हाईकोर्ट में शपथपत्र दाखिल किया है। सरकार ने कहा है कि स्वतंत्र मिडिल स्कूलों के साथ-साथ हाई और सीनियर सेकेंडरी स्कूलों के साथ चल रहे मिडिल स्कूलों में भी मुख्याध्यापकों के पद सृजित किए जाएंगे। प्रदेश में स्वतंत्र और अन्य मिडिल स्कूलों की कुल संख्या लगभग 5548 है।

REGULAR'S HALF SALARY TO CONTRACT EMPLOYEE OF HARYANA
हरियाणा के मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने सरकारी विभागों में काम कर रहे कच्चे कर्मचारियों को रेगुलर कर्मचारियों की तनख्वाह का आधा हिस्सा देने की घोषणा की है। वीरवार को सर्व कर्मचारी संघ के प्रधान धर्मवीर फौगाट ने मुख्यमंत्री के साथ बैठक के बाद अमर उजाला को बताया कि कई बिंदुओं पर सहमति बन गई है।
उन्होंने बताया कि मुख्यमंत्री ने आश्वासन दिया है कि जो कच्चे कर्मचारी सरकारी रिकॉर्ड यानी मस्टरोल और कांट्रैक्ट पर लगे हैं, उन्हें उस पद पर नियुक्त रेगुलर कर्मचारी को मिलने वाले पूरे वेतन का आधा वेतन के रूप में दिया जाएगा। लेकिन जो कर्मचारी ठेकेदार के माध्यम से लगे होंगे, वे इसमें कवर नहीं होंगे। उन्होंने बताया कि रेगुलराइजेशन पालिसी के तहत तीन हजार कच्चे कर्मचारी पक्के नहीं किए जा सकते इसलिए पालिसी की कुछ शर्तें हटाई जाएंगी। उन्होंने बताया कि मुख्यमंत्री ने कहा है कि मुख्य सचिव उर्वशी गुलाटी के साथ संघ की बैठक में ऐसे सुझाव दिए जाएंगे, जिससे अधिक से अधिक कच्चे कर्मचारी पक्के किए जा सकें।
फौगाट ने बताया कि मुख्यमंत्री ने सरकारी विभागों में भी श्रम कानून लागू करने पर सहमति जताई है। इससे कर्मचारियों को पीएफ और ईएसआई जैसे लाभ मिल सकेंगे। इसके लिए विभागाध्यक्षों के साथ बैठक होगी और उसी ठेकेदार को ठेका दिया जाएगा, जो पंजीकृत होगा। उन्होंने बताया कि मुख्यमंत्री ने आश्वासन दिया है कि आशा वर्करों और मिड डे मील वर्करें का मानदेय बढ़ाने के लिए केंद्र सरकार को पत्र लिखा जाएगा। इसके अलावा कर्मचारियों के ग्रेड पे में जो अंतर है, उसे दूर करने के लिए पड़ोसी राज्यों का आकलन किया जाएगा।
फौगाट ने बताया कि सीसीए भत्ता बंद कर वाहन भत्ता दिए जाने के मामले में मुख्यमंत्री ने कहा है कि वे इस पर ध्यान देंगे। एलटीसी के लिए चार साल के ब्लाक का लाभ अगले एक साल के लिए भी मिल सकेगा। उन्होंने बताय कि वेतन विसंगतियां दूर करने के लिए 15 दिन में सुनवाई दोबारा शुरू की जाएगी। कम योग्यता वाले क्लास चार कर्मचारियों को अब एसीपी ग्रेड मिलेगा। हड़ताल के दौरान अनुपस्थित रहने और अन्य मामलों पर सहानुभूति पूर्वक विचार करने का आश्वासन मुख्यमंत्री ने कर्मचारी संघ को दिया है। फौगाट ने बताया कि सर्व कर्मचारी संघ की 4 सितंबर को रोहतक में कन्वेंशन होगी, जिसमें सरकार के साथ हुई बातचीत का ब्योरा दिया जाएगा।

शिक्षा विभाग के तबादले लटके
शिक्षा विभाग में होने वाले तबादले फिलहाल लटक गए हैं। शिक्षक संगठन जहां सरकार पर तबादला सूची जल्द जारी करने का दबाव बना रहे हैं, वहीं शिक्षा विभाग रेशनेलाइजेशन से पहले तबादला सूची जारी करने पर राजी नहीं है। रेशनेलाइजेशन की समय सीमा तय नहीं होने के कारण यह नहीं कहा जा सकता कि विभागीय तबादला सूची कब तक जारी हो सकेगी। शिक्षा विभाग के करीब 27 हजार शिक्षक और कर्मचारियों ने एक स्थान से दूसरे स्थान पर तबादलों के लिए आन लाइन और मैन्युल आवेदन किए थे। इसमें मयुच्युल, हैंडीकैप और विशेष अनुरोध वाले तबादले भी शामिल हैं। आन लाइन तबादला सूची जुलाई के मध्य तक जारी होनी थी, लेकिन इसमें लगातार देरी होती जा रही है। शिक्षक संगठनों की विभागीय अधिकारियों से मुलाकात के दौरान इस बात का खुलासा हुआ कि प्रदेश सरकार हाल फिलहाल शिक्षकों की तबादला सूची जारी करने पर रजामंद नहीं है। इसकी एक बड़ी वजह यह भी है कि करीब 27 हजार शिक्षकों के तबादले करना सरकार और अफसरों के लिए टेढ़ी खीर साबित हो रहा है। एक-एक तबादले के लिए कई-कई सिफारिशें भी आई हैं। इसलिए किस सिफारिश को स्वीकार किया जाए और किसे नजर अंदाज किया जाए, यह दुविधा भी तबादला सूची जारी होने में बड़े व्यवधान के रूप में सामने आई है। प्रदेश में दसवीं और बारहवीं की बोर्ड परीक्षाएं 30 सितंबर से आरंभ होंगी। उसके बाद नवंबर में दूसरा सेमेस्टर आरंभ हो जाएगा। इस दौरान कक्षा एक से पांच तक जेबीटी शिक्षकों को देने का प्रस्ताव है। कक्षा छह से आठ तक एलीमेंटरी एजूकेशन के दायरे में लाई जा रही हैं और कक्षा नौ से 12 तक लेक्चरारों को दिया जाना प्रस्तावित है। रेशनेलाइजेशन की यह प्रक्रिया कब शुरू होगी और कब खत्म होगी, इस बारे में विभागीय तौर पर अभी कोई खुलासा नहीं किया गया है। ऐसे में इस बात से इनकार नहीं किया जा सकता कि रेशनेलाइजेशन के बाद ही नई तबादला सूची पर कोई गौर किया जाएगा। ऐसा नहीं करने की स्थिति में विभाग को रेशनेलाइजेशन के बाद एक बार फिर तबादले करने पड़ सकते हैं। लिहाजा बार बार की दिक्कतों से बचने के लिए पूरी प्रक्रिया को ही लटका दिया गया है।

and otherwise eligible in all respect from among those who are not in three-time-zone will be
called for interview in lieu of the candidate adjudged ineligible.
The paper will be of two hours’ duration consisting of 100 questions and the syllabus
of the paper will be of post graduation level of the subject concerned. There will be no
negative marking
3. Admit cards for the Screening Test have already been sent separately to individual
candidates. In case of any error in the particulars given in the Admit card i.e. name, address,
category, subject etc. that may be got corrected from the Commission’s office personally well
before the date of Screening Test. If any candidate does not receive the Admit card, he/she
may contact Commission’s office on 09.09.2011 during working hours for obtaining
duplicate Admit card.
Note:
The candidates are being admitted to the Screening Test provisionally subject to
correctness and fulfilment of all the requisite conditions of eligibility. If at any stage, a
candidate is found ineligible, his/her candidature will be cancelled without any notice.

NEARABOUT 50% APPLICANTS PASS IN RTET
राजस्थान माध्यमिक शिक्षा बोर्ड ने रविवार को राजस्थान अध्यापक पात्रता परीक्षा (आरटेट 2011)का परिणाम घोषित कर दिया। पहली बार हुई इस परीक्षा में 5,34, 376 परीक्षार्थी उत्तीर्ण रहे, जबकि 5 लाख 45 हजार से अधिक अपात्र घोषित हो गए। बोर्ड अध्यक्ष डॉ. सुभाष गर्ग ने बताया कि अभ्यर्थी 1 सितंबर से प्रोविजनल सर्टिफिकेट इंटरनेट से डाउनलोड कर सकेंगे। बोर्ड की ओर से प्राइमरी स्कूलों में शिक्षक भर्ती पात्रता के लिए लेवल वन परीक्षा आयोजित की थी। इसमें 571443 परीक्षार्थियों में से 298531 को पात्र घोषित किया गया।
इनका प्रतिशत 52.24 प्रतिशत रहा। मिडिल स्कूलों में शिक्षक भर्ती की पात्रता के लिए आयोजित लेवल टू की परीक्षा में 5 लाख 8 हजार 541 परीक्षार्थियों में से 2 लाख 35 हजार 845 परीक्षार्थी पात्र घोषित हुए। इनका प्रतिशत 46.38 रहा। यह परीक्षा 31 जुलाई को प्रदेशभर आयोजित की गई थी।

RESULT FAULT IN Rajasthan Teacher Eligibility Test [RTET]
रघुनाथपुरी झोटवाड़ा निवासी कुमकुम माथुर के रोल नंबर 6686451 हैं। उन्होंने बताया कि महिला अभ्यर्थी को टेट की योग्यता के लिए 50 प्रतिशत अंक चाहिए। लेकिन उनके पहले पेपर में 56.67 प्रतिशत और दूसरे पेपर में 55.33 प्रतिशत अंक आए हैं। इसके बावजूद बोर्ड की वेबसाइट पर जो अंकतालिका दी जा रही है उसमें उसे दोनों ही पेपरों में अयोग्य बताया गया है।
पहले पेपर में उसने 150 में से 85 अंक और दूसरे पेपर में 83 अंक प्राप्त किए हैं। माथुर ने बताया कि अब समझ में नहीं आ रहा कि वह अपनी शिकायत कहां दर्ज कराए।
47 ITI'S WILL BE UPGRADED SOON IN HARYANA
प्रदेश सरकार ने वर्ष 2011-12 के लिए सार्वजनिक निजी सहभागिता (पीपीपी) पद्धति के तहत 47 राजकीय औद्योगिक प्रशिक्षण संस्थान (आइटीआइ) अपग्रेड करने का निर्णय लिया है। औद्योगिक प्रशिक्षण विभाग के प्रवक्ता ने बताया कि सरकारी आइटीआइ को अपनाने और कौशल उन्नयन पद्धति में योगदान करने के इच्छुक उद्योगपतियों को व्यक्तिगत सरकारी आइटीआइ के प्रबंधन में शामिल किया जाएगा, जिन्हें अब स्वतंत्र सोसायटियों के रूप में गठित किया जा रहा है।

Rajasthan Teacher Eligibility Test [RTET] - 2011 RESULT DECLARED ON 28 AUGUST
Rajasthan Teacher Eligibility Test [RTET] - 2011 was held on 31/07/2011.राजस्थान माध्यमिक शिक्षा बोर्ड आरटेट परीक्षा का परिणाम रविवार दोपहर 2 बजे घोषित करेगा। इसमें करीब छह लाख परीक्षार्थी शामिल हुए थे। परिणाम आरटीईटी की वेबसाइट www.rtet.com पर उपलब्ध रहेगा।
शर्मा के मुताबिक माननीय उच्च न्यायालय में जिन अभ्यर्थियों ने रिट याचिकाएं लगाई हैं उनके परिणाम याचिकाओं के निर्णयाधीन होंगे।

The Academic Council vide its Res. No.39 dated 05.08.2011, has approved the following provision regarding increase in the internal assessment from 10% to 20% in all under-graduate courses and M.A. Courses where there is no provision of internal assessment, w.e.f. the session 2011-12. The House examination shall stand scrapped automatically:
1. For Under-graduate courses
Internal assessment in all UG courses be increased from 10% to 20% in each theory paper based on the following criteria:(i) Two Handwritten Assignments : 10%
(Ist Assignment after one month & IInd Assignment after two months)
(ii) One Class Test : 5% (one period duration)
(iii) Attendance : 5%
Marks for Attendance will be given as under:
(1) 91% onwards : 5 marks (4) 70% to 74% : 2 Marks*
(2) 81% to 90% : 4 marks (5) 65% to 69% : 1 Mark*
(3) 75% to 80% : 3 marks
*For students engaged in co-curricular activities for the colleges Only/
authenticated medical grounds duly approved by the concerned Principal.
>2. In the M.A. courses also where there is no provision of internal assessment, 20% marks will be earmarked for the internal assessment to be awarded on the above based criteria w.e.f. 2011-12. हरियाणा सरकार ने सन 2000 में नियुक्त किए गए करीब तीन हजार अध्यापकों को पदोन्नति देने का फैसला किया है। राजकीय प्राथमिक शिक्षक संघ हरियाणा के प्रतिनिधिमंडल के साथ वित्तायुक्त एवं प्रधान सचिव शिक्षा के बीच हुई बैठक में यह निर्णय लिया गया।
महानिदेशक स्कूली शिक्षा विजेंद्र सिंह और निदेशक मौलिक शिक्षा मनदीप सिंह बराड़ के साथ बैठक के बाद संघ के अध्यक्ष विनोद ठुकरान ने दावा किया कि वेतन विसंगतियों को दूर करके प्राथमिक शिक्षकों को 16,290 बेसिक वेतन तथा अध्यापकों के वेतन में एकरूपता लाने की मांग की गई। उन्होंने दावा किया कि सन 2000 में नियुक्त हुए अध्यापकों को पदोन्नति देने के लिए सरकार तैयार हो गई है और किसी प्रकार का लोन न रोकने पर भी सहमति जताई गई है। बैठक में निर्णय लिया गया कि एक माह के अंदर सभी शिक्षकों की वरिष्ठता सूची तैयार कर वेबसाइट पर डाल दी जाएगी। इसके अलावा शिक्षकों को ब्लाक लेवल अफसर (बीएलओ) लगाने पर एतराज जताए जाने पर यह भी मांग मान ली गई। इसके अलावा सभी स्कूलों में एक नियमित चौकीदार और चपरासी की नियुक्ति की जाएगी। बैठक में अध्यापकों की पर्सनल पे जल्द रिलीज किए जाने को मंजूरी दी गई।
ठुकरान ने दावा किया कि बैठक में यह भी निर्णय लिया गया कि ग्रामीण इलाकों में 15 साल तक ड्यूटी करने वाले अध्यापकों को दोबारा ग्रामीण इलाकों में ड्यूटी के लिए बाध्य नहीं किया जाएगा।

IBPS conducts Written Exam for Clerical Cadre like earlier advt. for Officers Cadre.
IBPS, an autonomous body, has been authorised by the IBA and has received mandates from 19 Public Sector Banks to conduct the recruitment of Clerical Cadre posts twice in a year for their requirements. A Common Written Examination (CWE) will be conducted on 27/11/2011 by the IBPS as a pre-requisites for selection of personnel for Clerical Cadre posts in the following 19 Public Sector Banks.

Those will be successful in the Common Written Exam (CWE) will be given a score card (Like CAT exam of IIM) and may apply to any of the participating bank when they come up with their vacancies and then these successful candidates will quote their personal details and their CWE scores.

शिक्षा विभाग में 55 वर्ष की उम्र के बाद सेवा विस्तार के लिए मेडिकल फिटनेस की जरूरत नहीं पड़ेगी। बृहस्पतिवार को शिक्षा विभाग के अधिकारियों और शिक्षक संगठनों की बातचीत के दौरान यह जानकारी दी गई। इस दौरान समग्र मूल्यांकन प्रणाली (सीसीई) के ड्राफ्ट पर बातचीत की, बल्कि शिक्षक संगठनों की कई अहम मांगें स्वीकार की गई। हरियाणा निवास में शिक्षा विभाग की वित्तायुक्त एवं प्रधान सचिव सुरीना राजन, निदेशक विजेंद्र सिंह और मौलिक शिक्षा निदेशक मनदीप सिंह बराड़ की अध्यक्षता में हुई बैठक में शिक्षक संगठनों के कॉमन एजेंडे पर लंबी बातचीत हुई। देर शाम तक चली इस बैठक में शिक्षक संगठनों ने अपनी मांगें अधिकारियों के समक्ष रखीं। वित्तायुक्त सुरीना राजन ने शिक्षक नेताओं को जानकारी दी कि 55 साल के बाद तीन साल की सर्विस एक्सटेंशन लेने के लिए अब मेडिकल फिटनेस सर्टिफिकेट की जरूरत नहीं पड़ेगी। इसके अतिरिक्त राष्ट्रीय माध्यमिक शिक्षा अभियान के तहत 3118 हाई एवं सीनियर सेकेंडरी स्कूलों में सूचना एवं पुस्तकालय अधिकारी के पद सृजित किए जाएंगे।

विश्वविद्यालयों के स्टडी सेंटर स्थापित व संचालन करने के लिए यूजीसी ने नियमों को और कड़ा किया है। अब स्टडी सेंटर संचालित करने के लिए राज्य सरकार की अनुमति लेनी होगी। यूजीसी ने यह कदम स्टडी सेंटर के नाम पर चल रहे फर्जीवाडे़ के खिलाफ यहां के एक शिक्षक की पांच साल की मुहिम के बाद उठाया है। गौरतलब है कि दूसरे राज्यों के कई विश्वविद्यालयों के स्टडी सेंटरों में फर्जीवाडे़ के किस्से आम रहे हैं। इनके परीक्षा केंद्रों के संबंध में शिक्षा विभाग तो दूर, जिला प्रशासन को भी पता नहीं होता था। अमूमन शहर के किसी छोटे से स्कूल में परीक्षा केंद्र बनाया जाता

Call for Deputation at Research Cell, SCERT, Haryana, Gurgaron
APPLICATION FOR ACTION RESEARCH SCERT calls for applicants from the Department of School Education, Haryana to participate in Action Research with the newly established research cell REAP (Research and Experiments for Action and Policy) within SCERT Gurgaon, Haryana. REAP is looking for motivated candidates with a minimum of two years teaching experience and at least a Master's Degree in Science, Economics or Statistics to participate in field research. Candidates will be trained in research methodologies in collaboration with the Poverty Action Lab, U.S.A and will participate in research activities undertaken by REAP. The research work will involve overseeing policy evaluations in the field, mentoring for teachers where required and qualitative inputs from the action researchers. Two candidates from each district will be selected and plced within DIETs. The selection will take place in two stages:
1. The first is an evaluation of writing skills and interest. Please send a printed 250 word essay on “Why you are interested in Action Research for Education”
2. The second stage comprises of an interview by the Director and additional experts.

· Morning (Mor.) session will start at 9:00 a.m. and Evening (Eve.) at 1:30 p.m. daily.
· The candidate, who has been allotted the seat during 1st phase of counselling, will not be entertained in 2nd counselling.
· However, candidature of the ineligible candidates will be rejected.
· The candidates will be entertained only on the availability of the seats because the candidates are being called more than the vacant seats. No claim in this regard will be entertained.
· In case of any dispute, the decision of the counselling committee will be final.
· It is made clear that no separate letter/information is being sent/ given to the candidates.
