प्रदेश सरकार द्वारा अस्थायी कर्मचारियों को स्थायी करने की नीति पर कर्मचारी दो धड़ों में बंट गए हैं। एक धड़ा प्रदेश सरकार की इस नीति का विरोध कर रहा है जबकि दूसरा सराहना। विरोध करने वाले कर्मचारियों का कहना है कि 10 अप्रैल 2006 को 10 साल की सेवा पूरी करने वाले कर्मचारियों की बजाय दो साल की सेवा पूरी करने वाले कर्मियों को स्थायी किया जाना चाहिए। सर्व कर्मचारी संघ हरियाणा के अध्यक्ष धर्मवीर फौगाट, महासचिव सुभाष लांबा, देवेंद्र सिंह हुड्डा, सरबत सिंह पूनिया, जीवन सिंह और एचसी जग्गा के नेतृत्व में प्रतिनिधिमंडल ने मुख्यमंत्री भूपेंद्र सिंह से उनके कैंप कार्यालय में मुलाकात की। प्रतिनिधिमंडल ने कहा कि दो साल के लंबे इंतजार के बाद सरकार द्वारा घोषित नीति से काफी कम कर्मचारी नियमित होंगे। उन्होंने कहा कि बुधवार को घोषित नीति में इतने पेंच हैं कि बहुत कम कर्मचारियों को इसका लाभ मिल पाएगा। उन्होंने बताया कि मुख्यमंत्री ने इस बारे में जल्द ही कर्मचारियों को बातचीत के लिए बुलाने का भरोसा दिलाया है। दूसरी तरफ हरियाणा गवर्नमेंट कॉलेज टीचर्स एसोसिएशन के अध्यक्ष राजेंद्र भंवरिया ने कर्मचारियों को नियमित करने की प्रक्रिया की सराहना करते हुए मुख्यमंत्री भूपेंद्र सिंह हुड्डा का आभार जताया है।

4 LAKH UNEMPLOYED KO JOR KA JATKA IN HARYANA
चपरासी, सेवादार, चौकीदार, माली, स्वीपर जैसे ग्रुप डी की पदो पर नौकरी हासिल करने के लिए चार लाख बेरोजगार युवको का सरकार ने ऐसा मखौल उड़ाया कि तीन साल के लंबे इंतजार के बाद उनकी उम्मीदो पर पानी फिर गया। बड़ो ने खता की और उसकी सजा चार लाख बेरोजगार युवको ने भुगती।
हरिया सरकार ने करीब तीन साल पहले ग्रुप-डी के पांच हजार पदो पर कर्मचारी भरती करने के लिए एक तकालीन आईएएस अफसर जेपी कौशिक की अयक्षता मे कमेटी गठित की थी। चपरासी के 22 पदो के लिए 2.30 लाख और अय 2800 पदो के लिए 1.70 लाख आवेदन आए। इतनी भारी संख्या मे आवेदन आने से कमेटी के हाथ-पांव फूल गए। सरकार ने डीसी की अयक्षता मे कमेटियां गठित कर दी। सबसे पहले चपरासी पदो के लिए आए 2.30 लाख आवेदनो मे से 1.10 लाख को ही साक्षाकार के लिए बुलाया। साक्षाकार पूरे हुए कई महीने बीत चुके है। चपरासी की नौकरी का साक्षाकार देने वाले युवको को नौकरी की उम्मीद थी, लेकिन सरकार ने 27 जुलाई 2011 को भरती प्रक्रिया ही रद करने की ाषा कर दी, इससे उनकी उम्मीदो पर पानी फिर गया।
अमर उजाला को मिली जानकारी के मुताबिक कमेटी के चेयरमैन जेपी कौशिक ने हरिया सरकार को सीक्रेट रिपोर्ट भेजी। इसके आधार पर सरकार ने ग्रुप-डी की कमेटी भी भंग कर दी और चयन प्रक्रिया भी रद कर दी। रिपोर्ट मे जेपी कौशिक ने लिखा कि कमेटी के अयक्षो और सदस्यो ने साक्षाकार मे मनमर्जी से नंबर दिए और चयन प्रक्रिया मे नियमो का उल्लांन हुआ। आठवी कक्षा पास जरूरी योयता थी तो बहुत सारे उम्मीदवारो ने फर्जी सर्टिफिकेट हासिल कर लिए। इसकी जानकारी कई शिकायतो के मायम से मिली। योयता, अनुभव और अतिरित कार्य किए के नंबर अलग थे और साक्षाकार के 20 नंबर थे। चार-पांच डीसी ने साक्षाकार मे 20 मे से 16-18 नंबर तक दे दिए और कुछ ने 7-8 अंक दिए। इसके अलावा साक्षाकार लेने के बावजूद परिम राय स्तर पर कमेटी ने ाषित करना था, जो नही किया जा सका।

विवादों के साए में आए पहले राज्य स्तरीय टीचर्स एलीजिबिलिटी टेस्ट का नतीजा शिक्षा विभाग ने शुक्रवार को घोषित कर दिया। यह टेस्ट तीन जुलाई 2011 को सी-डैक द्वारा लिया गया था। टीईटी का नतीजा घोषित करने के लिए मुख्यमंत्री प्रकाश सिंह बादल ने स्वीकृति दी थी। यह नतीजा सीडेक मोहाली की वेबसाइट पर देखा जा सकेगा। पंजाब सरकार ने इसके साथ ही तीन माह बाद एक अन्य टीईटी और लेने का भी फैसला लिया है ताकि उन उम्मीदवारों को मौका दिया जा सके जो यह टेस्ट पास नहीं कर सके। 1,10,052 उम्मीदवारों ने टीईटी का पेपर-1 दिया था, जिनमें से 1442 (1112 जनरल श्रेणी और 330 अनुसूचित जाति उम्मीदवार) उम्मीदवारों ने टेस्ट पास किया है। पेपर-2 में कुल 1,26,766 उम्मीदवारों में से 7333 (5069 जनरल और 2264 अजा ) ने टेस्ट पास किया है।

NO NEW B.ED COLLAGES IN SESSION 2012-13
राष्ट्रीय अध्यापक शैक्षणिक परिषद ने हरियाणा सहित 14 राज्यों में शैक्षणिक सत्र 2012-13 के दौरान नए निजी बीएड कॉलेजों को खोलने की अनुमति नहीं देने का निर्णय लिया है। परिषद ने शैक्षणिक गुणवत्ता को बनाए रखने के लिए यह कदम उठाया है। इस संबंध में परिषद की वेबसाइट पर अधिसूचना जारी की गई है। जारी अधिसूचना के अनुसार बिहार व झारखंड में नए कॉलेज खोलने पर प्रतिबंध नहीं है। नए कॉलेजों के लिए 1 अगस्त से ऑनलाइन आवेदन किए जा सकेंगे। उल्लेखनीय है कि अकेले हरियाणा में पिछले एक दशक के दौरान निजी बीएड कॉलेजों की संख्या 400 से अधिक हो गई है। सीटों की संख्या भी 60 हजार से अधिक है। हालांकि बाहरी छात्रों के लिए 15 फीसद सीटें आरक्षित हैं, लेकिन अधिकतर कॉलेजों में बाहरी प्रदेशों के छात्रों की संख्या 50 प्रतिशत से अधिक होती है। बाहरी प्रदेशों के छात्रों की संख्या अधिक होने के कारण कॉलेज में कक्षाओं में छात्रों की उपस्थिति बहुत ही कम होती है। इसे देखते हुए गत वर्ष कुरुक्षेत्र विवि सहित प्रदेश के अन्य विश्वविद्यालयों ने टीमों का गठन कर कॉलेजों का औचक निरीक्षण भी किया था। इस उपाय से भी राष्ट्रीय अध्यापक शैक्षणिक परिषद संतुष्ट नहीं हुई है। इसीलिए परिषद ने वेबसाइट पर जारी आदेश में स्पष्ट कहा है कि देश में तेजी से बढ़ रहे घटिया स्तर के बीएड कॉलेजों की बढ़ोतरी को रोकने लिए यह जरूरी हो गया है कि शैक्षणिक सत्र 2012-13 के दौरान देश के चौदह राज्यों में बीएड कॉलेजों पाठ्यक्रम संचालित करने की अनुमति न दी जाए। इसके तहत हरियाणा में बीएड, बीपीएड, डीपीएड, पंजाब में बीएड, डीपीएड, उत्तरप्रदेश में बीएड, डीपीएड, राजस्थान में बीएड, एमएड, हिमाचल में बीएड, डीएड, मध्य प्रदेश में बीएड, बीपीएड, आंध्र प्रदेश में बीएड से संबंधित पाठ्यक्रमों के लिए नए कॉलेजों को मान्यता देने से इंकार कर दिया है।

RTET 2011:पेपर नहीं ले जा सकेंगे अभ्यर्थी
31 जुलाई को होने वाली टेट में भाग लेने वाले परीक्षार्थी अब परीक्षा देने के बाद पेपर साथ नहीं ले जा पाएंगे। माध्यमिक शिक्षा बोर्ड ने निर्देश जारी किए हैं कि परीक्षार्थियों से परीक्षा समाप्त होने के बाद पेपर ले लिया जाएं। इसके अलावा परीक्षार्थियों से कहा गया है कि केंद्र पर आने के दौरान प्रवेश पत्र के साथ अपनी कोई आईडी जरूर साथ लाएं ताकि किसी भी परिस्थिति में उसकी पहचान हो सके और परीक्षा देने में उसे कोई परेशानी नहीं हो। परीक्षा को लेकर सुरक्षा के कड़े इंतजाम किए गए हैं। जिले में परीक्षा के लिए 95 परीक्षा केंद्र बनाए गए हैं, जिनमें से 64 निजी स्कूलों में है। परीक्षा में 33 हजार 600 परीक्षार्थी बैठेंगे। शुक्रवार को केंद्राधीक्षकों व पर्यवेक्षकों की बैठक सीकर व नीमकाथाना में हुई। एसके स्कूल के मारू हॉल में हुई बैठक में 71 केंद्राधीक्षक व पर्यवेक्षकों ने भाग लिया। बैठक में परीक्षा से संबंधित सभी दिशा-निर्देश दिए गए। बैठक दो पारियों में हुई। बैठक में एडीएम बासुदेव शर्मा, परीक्षा संयोजक रमेशचंद्र सिंघी व सचिव बिरदासिंह रावत सहित कई अधिकारी मौजूद थे। तहसीलदार व एसडीएम खुद ही पेपर लेने के लिए पहुंचे। सभी जगह प्रश्नपत्रों का वितरण कर दिया गया है।
वीक्षकों को आज जारी होंगे परिचय पत्र : परीक्षा में लगाए गए सभी वीक्षकों को परिचय पत्र जारी किए जाएंगे। परीक्षा प्रभारी एवं एडीएम बासुदेव शर्मा ने सभी वीक्षकों से कहा है कि वे शनिवार को विभिन्न केंद्रों पर केंद्राधीक्षकों द्वारा ली जाने वाली परीक्षा पूर्व तैयारी बैठक में अपने दो नवीनतम पासपोर्ट आकार के फोटो साथ लेकर अनिवार्य रूप से पहुंचे।
सुबह बदले आदेश, नीमकाथाना में बैठक
नीमकाथाना व श्रीमाधोपुर के केंद्राधीक्षकों व पर्यवेक्षकों की बैठक शुक्रवार को सीकर में होनी थी, लेकिन बाद में बोर्ड के निर्देशों के तहत सुबह ही बैठक नीमकाथाना में करने के निर्देश जारी कर दिए गए। श्रीमाधोपुर व नीमकाथाना के 24 केंद्राधीक्षकों व पर्यवेक्षकों की बैठक नीमकाथाना कॉलेज में हुई।

RTET 2011 : दो पारियों में होगी
राजस्थान माध्यमिक शिक्षा बोर्ड द्वारा 31 जुलाई को आयोजित की जा रही आरटेट परीक्षा 2011 में प्रथम पारी में पर्चा हरे रंग का होगा और दूसरी पारी में नीले रंग का। ऐसा इसलिए किया गया कि गफलत में कोई भी गलत पर्चा न खुल पाए।
बोर्ड अध्यक्ष डॉ. सुभाष गर्ग ने शुक्रवार को पत्रकारों को बताया कि प्रथम पारी सुबह 11 से दोपहर साढ़े बारह बजे तक और द्वितीय पारी दोपहर डेढ़ बजे से अपराह्न् 3 बजे तक चलेगी। परीक्षा सामग्री प्रदेश के सभी 33 जिला मुख्यालयों पर पहुंचाई जा चुकी है। उन्होंने बताया कि प्रथम पारी में 5 लाख 93 हजार 166 परीक्षार्थी और द्वितीय पारी में 5 लाख 25 हजार 768 परीक्षार्थी शामिल होंगे। बोर्ड ने प्रत्येक चार परीक्षा केंद्रों पर एक उड़नदस्ता तैनात किया है। कुल 431 उड़न दस्ते तैनात किए गए हैं। आठ विशेष उड़नदस्ते भी हैं।

A person to be eligible for appointment as a teacher or Lecturer in any of
the schools recognized by the Department of School Education, Haryana and
affiliated by the Board of School Education, Haryana has to qualify the “Haryana
Teacher’s Eligibility Test”. Qualifying in the Teacher Eligibility Test is made
mandatory to ensure that persons recruited as teachers possess the essential
aptitude and ability to meet the challenges of teaching at Elementary, Secondary
and Senior Secondary levels.
This test will be conducted by this Board in accordance with these
Guidelines and such other Rules/Regulations/Instructions/Policies laid down by
the National Council for Teacher Education/Department of School Education,
Haryana.

Prospectus-cum-Application Form will be available in the office of the Board ofSchool Education Haryana at Bhiwani as well as at District Coordination Centres of
the Board situated at all District Headquarters (Address given at Annexure-II) and
Book Sellers registered with the Board, on cash payment of Rs 600/- (Rupees Six
Hundred Only) for General Category candidates (All Categories except S.C. and
Differently abled (PH) Candidates) and of Rs. 300/- (Rupees Three Hundred) for
Reserved Category (S.C. and Differently abled (PH) Candidates only). The
candidates are advised to apply on the application form meant for their own
category and submit the application form complete in all respects at the District
Coordination Centre of their respective district headquarter (Address given at
Annexure-II) on or before 12.08.2011 up to 5.00 P.M.
Complete application forms should be dropped into the relevant box kept at the
Board HQs at Bhiwani and also at all District Coordination Centre.
Note: 1. Application forms received by post after the scheduled date and time will
not be entertained under any circumstances.
2. If a candidate is eligible and wishes to apply for more than one category,
he/she shall have to submit separate application form for each category.
3. Please ensure before submitting the application form that:
• the candidate has signed the Form at specified place;
• the candidate has pasted the recent passport size photograph in the
manner as shown in clause 15, in the space earmarked for it;

Information regarding receipt of applications will be put on the Board’s

Candidates whose particulars do not appear on the website may write to
the Assistant Secretary (Special Exam.) and forward a photocopy of the
application form and one passport size photograph (as pasted on the

INSTRUCTION REGARDING HTET TEST,ANSWER SHEET AND TEST BOOKLET
INSTRUCTION REGARDING TEST
• The candidates should be present at the Examination centre, as allotted in theadmission card, at least an hour before the commencement of examination. No
candidate would be admitted to enter the examination centre thereafter.
• The candidates should not bring any other paper except the Admit Card in the
examination centre.
• Candidates found using or attempting to use any unfair means shall stand
disqualified, besides other punitive measures.
• No candidate shall be permitted to leave the examination centre earlier than the
time fixed for the examination.
• Use of calculating devices is not allowed.
• Candidates must affix their signatures on the attendance sheet in the presence of
the Invigilator in the Examination Hall.
INSTRUCTIONS REGARDING TEST BOOKLET
• Every Test Booklet has a serial number mentioned on the front page which thecandidate must carefully write at the appropriate place on the Answer Sheet.
• The candidate must put his/her signature on the front page of the Test Booklet at
the appropriate place.
• In case the candidate finds any defect in the Test Booklet, he/she should request
the invigilator to change the same before writing any particulars.
• Answer Sheet must be returned to the invigilator before leaving the examination
hall.
INSTRUCTIONS REGARDING ANSWER SHEET (OMR SHEET)
• The candidate must read the instructions given on the Answer Sheet carefully.• Use only Black/Blue ball point pen strictly as per directions mentioned on the
Answer Sheet.
• In case the candidate finds any defect in the answer sheet, he/she should request
the invigilator to change the same.
• Do not fold the Answer Sheet or make any stray marks or do any rough work on
it.
• The candidate should fill in his/her Roll No. and Test Booklet No. printed on the
front page of the Test Booklet in the proper blocks as mentioned on the Answer
Sheet.
• The candidate must put his/her signature at the appropriate place on the Answer
Sheet with Black/Blue ball pen.
• Calculator/Mobile Phones will not be allowed inside the Examination Centre.

ELIGIBILITY, SCHEME/STRUCTURE AND CONTENT OF TEST
All individuals who posses minimum educational qualifications, etc. as delineated
here under are eligible to take the Test (HTET). This will be for three categories:-
i) who intents to be a teacher for classes I to V and fulfills the minimum qualification.
ii) who intents to be a teacher for classes VI to VIII and fulfills the minimum qualification.
iii) who intents to be a lecturer for classes IX to XII and fulfills the minimum qualification.
However, a person who intents to be a teacher for levels (i) and (ii) mentioned here above (i.e. teacher for classes I to V and VI to VIII) and fulfils minimum qualifications for both categories will have to apply for both separately on separate application forms and appear in both the papers
meant for these categories. Similarly, if a person also intents to be a lecturer, he/she will have to apply on separate application form also and appear in the paper meant for this category.
IMPORTANT NOTE FOR THOSE WHO WISH TO APPLY FOR BOTH

IMPORTANT NOTE:
After qualifying “HTET” the candidates will acquire the eligibility in respect
of having qualified “HTET”. However, such HTET qualified candidates will
need to satisfy all eligibility requirements as per State Recruitment Rules in
order to become qualified for getting recruited as teacher of respective
category in any of the school specified under clause 3 (iii) as per the
qualifying condition laid down by prospective employers.

• The Test items for Language – I (Hindi) will focus on the proficiencies
related to the medium of instruction.
• The Language II (English) will focus on the elements of language,
communication and comprehension abilities.
• The test items in Mathematics and Environmental Studies will focus on
the concepts, problem solving abilities and pedagogical understanding
of the subjects. In all these subject areas, the test items shall be evenly
distributed over different divisions of the syllabus of that subject
prescribed for classes I-V by the Education Department, Govt. of
Haryana.
• The questions in the tests for Paper I will be based on the topics of the
prescribed syllabus for classes I-V, but their difficulty standard, as well as
linkages, could be upto the secondary stage.

1. Candidates studying in final year of the qualifying professional degree
which ever is required for eligibility as mentioned in these
guidelines/instructions are also eligible to apply for the test. Their

NATURE AND STANDARD OF QUESTIONS:
• The test items on Child Development and Pedagogy will focus on
educational psychology of teaching and learning, relevant to the age group
of 11-14 years. They will focus on understanding the characteristics, needs
and psychology of diverse learners, interaction with learners and the
attributes and qualities of a good facilitator of learning.
• The test items for language I (Hindi) will focus on the proficiency related
to the medium of instruction.
• The Language II (English) will focus on the elements of language,
communication and comprehension abilities.
• The test items in Mathematics and Science, and Social Studies will focus
on the concepts, problem solving abilities and pedagogical
understanding of these subjects. The test items of Mathematics and
Science will be of 30 marks each. The test items shall be evenly
distributed over different divisions of the syllabus of that subject as
prescribed for classes VI-VIII by the Board of School Education
Haryana.
• The questions in the tests for Paper II will be based on the topics of the
prescribed syllabus of the Board of School Education Haryana for classes
VI-VIII but their difficulty standard as well linkages could be upto the
senior secondary stage.
QUALIFYING MARKS: 60%
NEGATIVE MARKING: There shall be no negative marking.

Choice Questions (MCQs) each carrying one mark with four alternatives out of
which one answer will be correct.

IMPORTANT NOTE (For all Categories):
1. Candidates studying in final year of the qualifying professional degree
which ever is required for eligibility as mentioned in these
guidelines/instructions are also eligible to apply for the test. Their
candidature by the appointing authority, however, shall be considered
only when they have acquired the minimum qualification.
2. The condition of having pass ‘Matric with Hindi/Sanskrit or Sr.
Secondary / Graduation / Post Graduation with Hindi as one of the
Subjects’ will be applicable at the time of applying for the post of Teacher
and not for appearing in the HTET.
INTRODUCTION OF HARYANA TEACHERS’ ELIGIBILITY TEST – 2011
INTRODUCTION
A person to be eligible for appointment as a teacher or Lecturer in any ofthe schools recognized by the Department of School Education, Haryana and
affiliated by the Board of School Education, Haryana has to qualify the “Haryana
Teacher’s Eligibility Test”. Qualifying in the Teacher Eligibility Test is made
mandatory to ensure that persons recruited as teachers possess the essential
aptitude and ability to meet the challenges of teaching at Elementary, Secondary
and Senior Secondary levels.
This test will be conducted by this Board in accordance with these
Guidelines and such other Rules/Regulations/Instructions/Policies laid down by
the National Council for Teacher Education/Department of School Education,
Haryana.
2. SHORT TITLE
These Guidelines/Instructions will be called as “Haryana School TeacherEligibility Test Guidelines/Instructions, 2011”
3. DEFINITIONS
i) “Government” means “Government of Haryana”.ii) “Board” means “Board of School Education Haryana, Bhiwani”.
iii) “School” means any recognized school imparting education of elementary,
secondary and Sr. Secondary level and includes:-
a) a school established, owned or controlled by the appropriate Government or
a local authority;
b) an aided school receiving aid or grants to meet whole or part of its expenses
from the appropriate Government or the local authority;
c) a school belonging to specified category; and
d) an unaided school not receiving any kind of aid or grants to meet its
expenses from the appropriate Government or the local authority.
iv) “HTET” means “Haryana Teacher’s Eligibility Test”.
v) “STET” means “School Teacher’s Eligibility Test” conducted by the Board in
the year 2008 and 2009.
vi) “Qualifying Examination” means “Examination on the result of which the
candidate becomes eligible to apply for admission to Haryana Teacher
Eligibility Test”.
vii) “Guidelines/Instructions” means “The Guidelines/Instructions specified by
the Board of School Education Haryana for the conduct of HTET under the
directive of Department of School Education, Govt. of Haryana.”
viii) “Scheduled Castes” means “Scheduled Castes as specified and laid down by
the Government of Haryana”.
ix) “Differently Abled Candidates” means “Differently Abled as specified and
laid down by the Government of Haryana.”

KEEP UR ID CARD IN RTET ON 31 JULY
अजमेर राजस्थान माध्यमिक शिक्षा बोर्ड द्वारा आयोजित की जा रही RTET परीक्षा की सामग्री गुरुवार से रवाना की जाएगी। इसके लिए बोर्ड ने बड़े पैमाने पर तैयारी की है। परीक्षा सामग्री जिला मुख्यालयों को भेजी जाएगी। वहां से ये परीक्षा केंद्रों पर पहुंचेगी। बोर्ड ने टेट के लिए 1725 परीक्षा केंद्र बनाए हैं।
इस बीच बुधवार तक 4 लाख 60 हजार अभ्यर्थी अपने प्रवेश पत्र वेबसाइट से डाउनलोड कर चुके हैं। बोर्ड सचिव मिरजू राम शर्मा के मुताबिक परीक्षा सामग्री सुबह 7 बजे से रवाना की जाएगी।
माध्यमिक शिक्षा बोर्ड सचिव ने बताया कि परीक्षा के दिन अभ्यर्थी अपने साथ ड्राइविंग लाइसेंस या वोटर आईडी आदि पहचान संबंधी दस्तावेज आवश्यक रूप से लाएं। उन्होंने बताया कि सभी परीक्षा केंद्रों पर दो स्तरीय वीडियोग्राफी कराई जा रही है। परीक्षा केंद्रों के कक्षों के अलावा सेंटर पर प्रवेश करने वाले प्रत्येक व्यक्ति की वीडियोग्राफी होगी। बोर्ड ने परीक्षा कार्य से जुड़े अधिकारियों, कार्मिकों आदि के परिचय पत्र प्रदेश के सभी जिला कलेक्टर्स को भिजवा दिए हैं।

शिक्षा विभाग में अब वरिष्ठ अध्यापक प्रारंभिक शिक्षा के नौ हजार पदों पर सीधी भर्ती होगी। इन्हें उच्च प्राथमिक विद्यालय में प्रधानाध्यापक लगाया जाएगा।
शिक्षा विभाग में उच्च प्राथमिक विद्यालय में प्रधानाध्यापक का पद द्वितीय श्रेणी का है। पहले 4500 पदों पर सीधी भर्ती की प्रक्रिया शुरू की गई थी, जिसके आवेदन भरे जा चुके हैं। राज्यभर में प्रारंभिक शिक्षा के शिक्षकों की मांग को देखते हुए माध्यमिक शिक्षा आयुक्तालय ने राज्य सरकार को सभी नौ हजार पदों पर सीधी भर्ती के प्रस्ताव भेजे थे, जिसे सरकार ने मंजूर कर लिया है।
माध्यमिक शिक्षा आयुक्त ने शेष 4500 और रिक्त पदों पर सीधी भर्ती के लिए अभ्यर्थना राजस्थान लोक सेवा आयोग को भेजी है। ताकि भर्ती की प्रक्रिया शुरू हो सके। इनमें स्नातक के साथ बीएड और पांच वर्ष का शिक्षण अनुभव रखने वाले व्यक्ति आवेदन कर सकेंगे। सर्व शिक्षा अभियान में वरिष्ठ अध्यापकों के 18000 रिक्त पदों में से नौ हजार पद सीधी भर्ती के और इतने ही पद पदोन्नति के हैं।
इसके अलावा माध्यमिक शिक्षा में सामाजिक और हिन्दी के 1800 पदों पर सीधी भर्ती की तैयारी की जा रही है। माध्यमिक शिक्षा आयुक्तालय ने इन पदों की अभ्यर्थना आयोग को भेज दी है। शीघ्र ही इसकी प्रक्रिया भी शुरू हो जाएगी। इधर, विषय अध्यापकों के 10107 पदों पर भर्ती की प्रक्रिया चल रही है।

CTET MAY BE CONDUCTED TWICE A YEAR
सेंट्रल टीचर एलिजिबेलिटी टेस्ट के जरिए शिक्षक बनने का सपना देख रहे शिक्षकों के लिए एक अच्छी खबर है। ऐसी संभावना है कि अब उन्हें इस टेस्ट में बैठने का एक और अवसर प्राप्त हो। सीबीएसई सीटैट को साल में दो बार आयोजित करने की योजना पर विचार कर रहा है। संभावना है कि इसी वर्ष से सितंबर-अक्तूबर में दूसरी बार इस टेस्ट का आयोजन किया जाए। सीबीएसई यदि इस योजना को अमली जामा पहना लेता है तो उन उम्मीदवारों को काफी राहत मिलेगी जो किसी कारणवश जून में इस टेस्ट में नहीं बैठ पाए थे।
केंद्रीय माध्यमिक शिक्षा बोर्ड ने इस वर्ष शिक्षकों के पात्रता मानदंड के लिए सीटैट (सेंट्रल टीचर एलिजिबेलिटी टेस्ट) आयोजित किया। रोजगार के मानदंड की बजाए केवल पात्रता के मानदंड के लिए आयोजित इस टेस्ट में देश भर से 7 लाख 90 हजार उम्मीदवारों ने आवेदन किया था। दरअसल बीते 26 जून को ही यूजीसी की नेट की परीक्षा भी थी। ऐसे में कई उम्मीदवार सीटैट परीक्षा में नहीं बैठ पाए। बहुत से उम्मीदवारों ने नेट में बैठने में ही भलाई समझी। उम्मीदवारों की इसी परेशानी के मद्देनजर सीबीएसई ऐसा विचार कर रहा है कि क्यों न इस टेस्ट को साल में दो बार आयोजित किया जाए। संभावना व्यक्त की जा रही है कि इस परीक्षा का आयोजन इसी वर्ष सितम्बर या अक्तूबर में दोबारा हो सकता है। जिससे कि इस परीक्षा में नहीं बैठ पाए उम्मीदवारों के साथ नए उम्मीदवारों को भी इसे पास करने का अवसर प्राप्त हो सके। उल्लेखनीय है कि 60 फीसदी व उससे अधिक अंक प्राप्त करने वाले शिक्षकों को ही सीबीएसई की ओर से प्रमाणपत्र जारी किया जाएगा। लिहाजा अपने स्कोर को सुधारने के लिए भी इस परीक्षा में बैठ सकते हैं।

Haryana me शिक्षक चयन बोर्ड गठन को स्वीकृति
हरियाणा मंत्रिमंडल की बैठक में बुधवार को शिक्षकों की भर्ती के लिए शिक्षक चयन बोर्ड गठित करने के फैसले को स्वीकृति प्रदान कर दी गई। बैठक में शिक्षकों के सभी पदों को कर्मचारी चयन आयोग और हरियाणा लोक सेवा आयोग के अधिकार क्षेत्र से बाहर निकालने का निर्णय लिया गया। अब शिक्षकों के सभी पदों को बोर्ड द्वारा भरा जाएगा। बहरहाल इन भर्ती एजेंसियों द्वारा जिन रिक्तियों के लिए पहले ही विज्ञापन दिया जा चुका है, उन पदों पर यही आयोग चयन करेंगे।

इस साल पीएचडी में दाखिला लेने के इच्छुक विद्यार्थियों के लिए अच्छी खबर है। अब छात्र कॉलेज में कार्यरत शिक्षकों के दिशा-निर्देशन में भी पीएचडी कर सकेंगे। शोध कराने वाले शिक्षकों की कमी से जूझ रहे कुवि प्रशासन ने इस बार यूनिवर्सिटी कॉलेज के शिक्षकों को भी शोध कराने की शिक्षकों की मांग को मान लिया है। इस नियम को कुवि की कार्यकारिणी परिषद ने भी पास कर दिया है। कई सालों से कुवि प्रशासन विभागों में शिक्षकों की कमी से जूझ रहा है। इस कारण कई विभागों में इस बार पीएचडी में दाखिले मुश्किल हो गए थे, क्योंकि शिक्षकों के पास पीएचडी की सीटें ही नहीं बची थी। इस कमी को दूर करने लिए कुवि प्रशासन ने विश्वविद्यालय स्थित यूनिवर्सिटी कॉलेज के शिक्षकों को भी शोध कराने का अधिकार दे दिया है। कुवि शिक्षक संघ के अध्यक्ष डॉ. प्रदीप चौहान ने बताया कि कुवि कुलपति ने शिक्षकों की मांग को मान लिया है। उन्होंने बताया कि कुवि प्रशासन ने यह फैसला विद्यार्थियों के हित में लिया है। कुवि के कार्यकारिणी परिषद सदस्य डॉ. भगवान सिंह का कहना है कि यह फैसला परिषद ने पिछली बार हुई परिषद की बैठक में लिया था।

प्रदेश के लाखों भावी शिक्षकों का इंतजार खत्म हो गया है। हरियाणा विद्यालय शिक्षा बोर्ड ने राज्य शिक्षक पात्रता परीक्षा की तिथि घोषित कर दी है। परीक्षा 24 और 25 सितंबर को होगी। इस बार उम्मीदवारों को डेढ़ घंटे की एक ही परीक्षा देनी होगी। परीक्षा में केवल डेढ़ सौ प्रश्न ही पूछे जाएंगे। 24 सितंबर को जेबीटी और अध्यापक, जबकि 25 को प्राध्यापक वर्ग की परीक्षा होगी। परीक्षा के आवेदन पत्र 2 अगस्त से शिक्षा बोर्ड के भिवानी स्थित मुख्यालय, बोर्ड से रजिस्टर्ड पुस्तक विक्रेताओं व बोर्ड के जिला समन्वय केंद्रों पर उपलब्ध होंगे। आवेदन पत्र 12 अगस्त सायं 5 बजे तक जिला समन्वय केंद्रों पर जमा कराए जा सकेंगे। मानव संसाधन मंत्रालय के निर्देश पर देश के सभी राज्यों ने शिक्षक भर्ती के लिए अध्यापक पात्रता परीक्षा के प्रारूप में बदलाव करते हुए समान मापदंड तय किए हैं। नए मापदंडों के तहत नेगेटिव मार्किग को समाप्त कर पास होने के लिए 60 प्रतिशत अंक हासिल करना आवश्यक किया गया है। उल्लेखनीय है कि बोर्ड ने दिसंबर 2009 के बाद अब तक कोई अध्यापक पात्रता परीक्षा आयोजित नहीं की है। बोर्ड सचिव शेखर विद्यार्थी का कहना है कि पात्रता परीक्षा के आयोजन संबंधी निर्णय एनसीटीई द्वारा जारी अधिसूचना व दिशा-निर्देशों पर आधारित है। सचिव ने बताया कि आवेदन पत्र सामान्य वर्ग के परीक्षार्थी 600 रुपये तथा अनुसूचित जाति व शारीरिक रूप से अक्षम परीक्षार्थी 300 रुपये नकद जमा करवाकर प्राप्त कर सकेंगे। भावी शिक्षकों का इंतजार खत्म 24 और 25 सितंबर को होगी राज्य शिक्षक पात्रता परीक्षा खुशखबरी :

The State Government has considered and approved the draft rules for the qualifications for the
appointment of Lecturers/ Librarians in substitution to the existing rules as prescribed in Haryana,
Education (College Cadre) Group-B Service (Amendment) Rules, 2006. These draft rules have been
prepared in accordance with latest Regulations, 2009 No.F.1-1/ 2002 (PS) Exemp. dated 01.6.09 of the
UGC. The draft rules as approved by the Government as under:
“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in
Universities/ Colleges/ Institutions.
Provided, however, that candidates who are or have been awarded Ph.D degree in compliance of
the University Grants Commission (minimum standards and procedure for award of Ph.D degree),
Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET
for recruitment and appointment as Assistant Professor or equivalent positions in Universities/ Colleges/
Institutions.
Provided further that, the candidates who have acquired Ph.D upto 31st May 2009 shall also be
exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and
appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that those candidates who have been enrolled for Ph.D upto 31st May 2009 shall
become eligible for exemption from the requirement of the minimum eligibility condition of NET/SLET for
recruitment and appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/
Institutions only on acquisition of Ph.D degree.
NET shall not be required for such Master’s programmes in discipline for which there is no NET.”

MINIMUM QUALIFICATIONS ASSISTANT PROFESSOR IN KUK (272 POST)
MINIMUM QUALIFICATIONS
ASSISTANT PROFESSOR
(i) National Eligibility Test (NET) shall be compulsory for appointment at the entry levelASSISTANT PROFESSOR
of Assistant Professor, subject to the exemptions to the degree of Ph.D. in respect of
those persons obtaining the award through a process of registration, course-work
and external evaluation, as have been laid down by the UGC through its regulations,
and so adopted by the State Government vide letter No.7/66-2003 C IV(3) dated
17.7.2009. (Appendix-II).
(ii) The minimum requirements of a good academic record, 55% marks (or an equivalent
grade in a point scale wherever grading system is followed) at the master’s level.
(iii) A minimum of 55% marks (or an equivalent grade in a point scale wherever grading
system is followed) will be required at the Master’s level for those recruited as
teachers at any level from industries and research institutions and at the entry level of
Assistant Professors, Assistant Librarians, Assistant Directors of Physical Education
and Sports.
(iv) A relaxation of 5% may be provided at the graduate and master’s level for the
Scheduled Caste/Scheduled Tribe/Differently-abled (Physically and visually
differently-abled) categories for the purpose of eligibility and for assessing good
academic record during direct recruitment to teaching positions. The eligibility marks
of 55% marks (or an equivalent grade in a point scale wherever grading system is
followed) and the relaxation of 5% to the categories mentioned above are
permissible, based on only the qualifying marks without including any grace mark
procedures.
(v) A relaxation of 5% may be provided, from 55% to 50% of the marks to the Ph.D.
Degree holders, who have obtained their Master’s Degree prior to 19th September,
1991.
(vi) Relevant grade which is regarded as equivalent of 55% wherever the grading system
is followed by a recognized University shall also be considered eligible.
It is hereby clarified that where the University/College/Institution declare results in grade
points which is on a scale of seven, the following mechanism shall be referred to ascertain
equivalent marks in percentage:

the three examinations (not below Matric or equivalent) prior to Master’s degree or 50% marks in each of
these two examinations separately. The following relaxation will, however, operate:
i) Candidates having 55% or above The criteria of good academic record
marks in MA/M. Sc./LLM in the will not apply at all
relevant subject and possessing Ph. D. Degree
ii) Candidates having 55% or above Should have 50% marks in one of the
marks in MA/M.Sc/LLM in the lower exams i.e. B.A. Final/Prep/relevant subject and possessing 10+2/Matric M. Phil degree
OR

NOTE :

3. B in the 7 point scale with latter grade O, A, B, C, D, E & F shall be recorded as equivalent of
55% wherever the grade system is followed.
Assistant Professor for Visual (Fine) Arts:
i. Good Academic record with atleast 55% marks (or an equivalent grade in a point scale
wherever grading system is followed) at the Master’s degree level, in the relevant subject or
an equivalent degree from an Indian/ Foreign University.
ii. Besides fulfilling the above qualifications, candidates must have cleared the National Eligibility
Test (NET) for lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC.
Notwithstanding anything contained in this notification, candidates, who are, or have been
awarded a Ph.D degree, in accordance with the University Grants Commission (Minimum
Standards and Procedure for Award of Ph.D Degree) Regulations, 2009, shall be exempted
from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment
and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/Institutions.
iii. Without prejudice to the above, NET/SLET/SET shall also not be required for such Masters
Programmes in disciplines for which NET/SLET/SET is not conducted.
Assistant Professor in Music & Dance
i. Good Academic record with atleast 55% marks (or an equivalent grade in a point scale
wherever grading system is followed) at the Master’s degree level, in the relevant subject or
an equivalent degree from an Indian/ Foreign University.
ii. Besides fulfilling the above qualifications, candidates must have cleared the National Eligibility
Test (NET) for lecturers conducted by the UGC, CSIR, or similar test accredited by the UGC.
Notwithstanding anything contained in this notification candidates, who are, or have been

Master’s degree in a school subject with minimum 50% marks and M.Ed./M.A. (Education) with
55% marks and B.Ed. (in the case of Lecturers for teaching of relevant subject).
(ii) Two years’ school teaching experience is desirable.
(iii) Candidates besides fulfilling the above qualifications should have cleared the National Eligibility
Test (NET) of Lecturers either in Education or in the relevant subject conducted by the UGC,
CSIR or similar test accredited by the UGC.

Science at B.Sc. Level ma may also be considered eligible for the post of Lecturer in
Teaching of Life Science for teaching of Social Studies it will be Master’s Degree in History or
Political Science or Economics or Geography or Sociology or Public Administration
