शिक्षा मित्रों के शिक्षक बनने का रास्ता खुला

हाईकोर्ट की खंडपीठ ने प्राथमिक विद्यालयों में तैनात शिक्षा मित्रों के प्रशिक्षण पर रोक लगाने के एकल न्यायाधीश के आदेश को रद्द कर दिया। न्यायालय ने कहा कि शिक्षा मित्रों का प्रशिक्षण जारी रखा जाए मगर अंतिम निर्णय याचिका के निस्तारण पर निर्भर करेगा। इसके बाद से प्रदेश के तकरीबन एक लाख 24 हजार शिक्षा मित्रों को प्रशिक्षण देने का रास्ता फिलहाल साफ हो गया है। यह आदेश सोमवार को न्यायमूर्ति आरके अग्रवाल और न्यायमूर्ति भारती सप्रू की खंडपीठ ने प्रदेश सरकार और शिक्षा मित्रों के संगठनों की ओर से दाखिल विशेष अपील पर दिया।

दसवीं में झज्जर के विद्यार्थी अव्वल(झज्जर में 80.09% छात्राएं सफल, 75.8% छात्र हुए पास)

निजी स्कूल के विद्यार्थी सरकारी स्कूलों से आगे रहे

हरियाणा विद्यालय शिक्षा बोर्ड की सेकेंडरी (10वीं) की सेमेस्टर परीक्षा मार्च 2011 में 68.03 प्रतिशत विद्यार्थी उत्तीर्ण हुए हैं। इसमें छात्रों पर इस बार भी छात्राएं भारी रही हैं।
छात्रों का पास प्रतिशत 65.81 रहा जबकि छात्राओं का पास प्रतिशत 70.77 है। इसके अलावा पास प्रतिशत में प्राइवेट परीक्षार्थी नियमित परीक्षार्थियों से आगे रहे। उनका परिणाम 74.51 फीसदी रहा। इस परीक्षा में लड़कियों ने लड़कों से पांच फ ीसदी ज्यादा पास प्रतिशत हासिल की है। मैट्रिक का ये परीक्षा परिणाम 31 मई को सुबह सात बजे से अमर उजाला की वेबसाइट
पर ऑनलाइन उपलब्ध हो जाएगा। विद्यार्थी इस साइट से अपने रिजल्ट की कॉपी भी ले सकते हैं। रिजल्ट शिक्षा बोर्ड की वेबसाइट पर भी देखा जा सकता है।
मैट्रिक की परीक्षा में झज्जर के विद्यार्थी अपनी प्रतिभा का लोहा मनवाते हुए प्रदेश में नंबर वन रहे। झज्जर की छात्राओं का पास प्रतिशत 80.09 प्रतिशत रहा वहीं छात्रों का पास प्रतिशत 75.8 प्रतिशत रहा। बोर्ड से मिली जानकारी के अनुसार झज्जर के बाद सोनीपत की छात्राएं 79.74 व महेंद्रगढ़ के छात्र 73.2 प्रतिशता हासिल कर नंबर दो पर रहे वहीं मेवात की छात्राएं 76.33 प्रतिशत व रोहतक के छात्र 71.9 प्रतिशत के साथ नंबर तीन पर रहे। पास प्रतिशत में झज्जर 78.37 प्रतिशत के साथ प्रथम, सोनीपत 74.72 प्रतिशत के साथ द्वितीय व महेंद्रगढ़ 74.18 प्रतिशत परिणाम के साथ तीसरे स्थान पर रहा। इसके बाद भिवानी का परीक्षा परिणाम 73.59 प्रतिशत रहा।
सोमवार को बोर्ड हाल में पत्रकारों से बातचीत में बोर्ड सचिव शेखर विद्यार्थी ने बताया कि 10वीं की परीक्षा में 3,37,166 परीक्षार्थी प्रविष्ट हुए थे। इनमें से 2,29,390 उत्तीर्ण हुए।
इस परीक्षा में 1,85,897 छात्र बैठे थे, जिनमें 1,22,331 पास हुए। इनका पास प्रतिशत 65.81 रहा, जबकि 1,51,269 प्रविष्ट छात्राओं में से 1,07,059 पास हुईं। छात्राओं का पास प्रतिशत 70.77 रहा है।
राजकीय विद्यालयों के प्रविष्ट 1,70,072 परीक्षार्थियों में से 1,01,870 पास हुए, इनका पास प्रतिशत 59.90 रहा। दूसरी ओर प्राइवेट विद्यालयों के प्रविष्ट 1,67,094 परीक्षार्थियों में से 1,27,520 पास हुए, इनकी पास प्रतिशतता 76.32 रही है। शेखर विद्यार्थी ने बताया कि शहरी क्षेत्रों के 68.78 फ ीसदी परीक्षार्थी उत्तीर्ण हुए है, जबकि ग्रामीण क्षेत्रों के 97.79 फ ीसदी परीक्षार्थी उर्तीण हुए।
उन्होंने बताया कि सेकेंडरी परीक्षा के प्राइवेट परीक्षार्थियों का परिणाम 74.51 प्रतिशत रहा है। इस परीक्षा में 15,544 परीक्षार्थी प्रविष्ट हुए, जिनमें से 11,582 पास हुए।
सेकेंडरी परीक्षा के नतीजे 31 मई को बीएसएनएल मोबाइल पर एसएमएस के माध्यम से और बोर्ड मुख्यालय पर स्थापित हेल्प लाइन नंबर 01664-254000 पर प्रात: 7 बजे से उपलब्ध करवाए जाएंगे। सचिव ने बताया कि इस परीक्षाफल के आधार पर जिन परीक्षार्थियों ने सितंबर 2011 की रि-अपीयर/ अतिरिक्त विषय/अंक सुधार की परीक्षा के लिए आवेदन पत्र भेजने हैं, वे 640 रुपये का आवेदन पत्र 20 जून तक बिना विलंब शुल्क जमा करवा सकते हैं।

शिक्षा बोर्ड की परीक्षा में भी लड़कियां अव्वल

मुख्यमंत्री ने हरियाणा में मंजूर की रेगुलराइजेशन पालिसी

मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने हरियाणा की रेगुलराइजेशन पालिसी को मंजूरी दे दी है। मुख्यमंत्री ने मंजूर करके फाइल मुख्य सचिव उर्वशी गुलाटी को भेज दी है। अब तकनीकी प्रक्रिया के तहत वित्त विभाग से भी मंजूरी लेनी होती है, इसलिए फाइल वित्त विभाग के पास भेजी गई है।
मुख्य सचिव ने रेगुलराइजेशन पालिसी बनाते समय सुप्रीम कोर्ट का बहुचर्चित उमा देवी का फैसला ध्यान में रखा है। सुप्रीम कोर्ट ने फैसला दिया था कि 10 अप्रैल 2006 तक जिन कच्चे कर्मचारियों की सर्विस दस साल की हो गई है, उन्हें रेगुलर किया जा सकता है, लेकिन इसके बाद कोई भी बैकडोर एंट्री नहीं होगी। राज्य सरकार रेगुलर पोस्ट पर रेगुलर भरती करेगी। इस फैसले के बाद राज्य सरकार यह रेगुलराइजेशन पालिसी ला रही है। सीएम से मंजूरी मिलने के बाद वित्त विभाग में फाइल पहुंच गई है। वहां से मंजूरी मिलने के बाद राज्य सरकार पर निर्भर करेगा कि तुरंत पालिसी जारी कर दी जाए या कैबिनेट बैठक में मंजूरी के बाद जारी की जाए। इस पालिसी के तहत एडहॉक, कांट्रैक्ट, वर्कचार्ज, डेलीवेजिज और पार्ट टाइम पर लगे करीब तीन हजार कर्मचारियों को पक्की नौकरी का तोहफा मिलेगा। सरकार का फैसला है कि जब ये कच्चे कर्मचारी पक्के हो जाएंगे, उसके बाद भविष्य में एडहॉक, डेलीवेजेज, वर्कचार्ज और पार्ट टाइम के तौर पर स्वीकृत पदों पर कोई नियुक्ति नहीं की जाएगी।

LECTURER SCHOOL CADRE KI MERIT LIST CANCEL

चंडीगढ़, जागरण संवाददाता : पंजाब एवं हरियाणा हाईकोर्ट ने एक साथ कई याचिकाओं का निपटारा करते हुए प्रदेश के स्कूलों में हिंदी और अंग्रेजी लेक्चरर की लिखित परीक्षा के आधार पर बनाई गई मेरिट सूची को रद करने का आदेश दिया है। हाईकोर्ट ने पुरुषों व महिलाओं की अलग-अलग सूची को रद कर पुरूष व महिलाओं की एक ही मेरिट सूची बनाने का आदेश दिया है। इसी के साथ कोर्ट ने इस मेरिट आधार पर रिक्त सीटों से तीन गुणा उम्मीदवारों को साक्षात्कार के लिए बुलाने का निर्देश दिया है। इस मामले में महिला याचिकाकर्ता के वकील जगबीर मलिक ने कोर्ट को बताया था कि याचिकाकर्ता ने हरियाणा लोक सेवा आयोग की हिंदी व अंग्रेजी लेक्चरर पद के लिए आवेदन किया था। आयोग ने परीक्षाओं के परिणाम घोषित किए तो याचिकाकर्ता को साक्षात्कार के लिए अयोग्य करार दे दिया। लिखित परीक्षा में एक याचिकाकर्ता मधु को 100 में से 74 अंक व दूसरी मोनिका को 100 में से 60 अंक मिले थे। आयोग ने बताया कि महिला वर्ग में साक्षात्कार के लिए जो अंक तय किए गए हैं, वह इन दोनों ने नहीं प्राप्त किए। सुनवाई के दौरान याचिकाकर्ता के वकील ने कोर्ट को बताया था कि पुरूष वर्ग में अंग्रेजी के लिए 50 व हिंदी के लिए 71 अंक साक्षात्कार में भाग लेने के लिए तय किए। उन्होंने कोर्ट को बताया कि इन महिला उम्मीदवारों को महिला वर्ग की 33 प्रतिशत आरक्षित सीट के बाद जनरल वर्ग में भाग लेने का भी अधिकार है। याचिकाकर्ता के वकील ने इस बाबत कोर्ट के सामने कोर्ट के कई फैसलों का भी हवाला दिया। उन्होंने कोर्ट से मांग की कि उन महिला उम्मीदवारों को पुरूष वर्ग की सीटों पर चयन का पूरा हक है और उन्होंने पुरूषों के लिए तय अंक से ज्यादा अंक प्राप्त किए हैं। याचिकाकर्ता के वकील की दलील सुनने के बाद हाईकोर्ट ने इन महिला उम्मीदवारों को अस्थायी तौर पर साक्षात्कार में भाग लेने का अधिकार देते हुए मामला सुरक्षित रख लिया था।

CBSE class 12 results declared, 81.71 % students clear examinations

Ajmer, Allahabad, Bhubaneswar, Chennai, Chandigarh, Delhi and Guwahati Regions
The Central Board of Secondary Education (CBSE) has declared the results of the Class 12th (Senior School Certificate Examination).
81.71 per cent students have cleared the class XII CBSE examinations, an increase of 1.84 per cent over last year. Girls, once again, outshined boys in this years CBSE class 12 exams. The pass percentage of girls was 86.93 percent, compared to 77.83 percent for boys, a CBSE spokesperson said.
This year, 7,69,929 candidates registered for the exams conducted for three streams.
The results have been put up by schools on their notice boards.
Students can view their results on the Internet at www.cbseresults.nic.in.
They can also access their results through the interactive voice response system (IVRS) or short message services (SMS) by calling or sending an SMS to 24357270 (Delhi subscribers) and 011-24357270 (subscribers in other parts of the country).

Results for the Patna region will be declared on May 27.

शिक्षक यंत्र नहीं, मनुष्य होते हैं

अगर नदी के साथ आदर्श शिक्षक की तुलना की जाए, तो कहा जा सकता है कि केवल अगल-बगल के आकर मिलने वाली कई एक वृद्ध नदियों के संयोग से नदी पूर्ण नहीं होती है। उसके उद्गम के प्रथमारंभ में उछलने वाले झरने का प्रवाह पत्थरों के बीच खोना नहीं चाहिए। आदतन शिक्षक जब बच्चों की पुकार सुनते हैं, तो उसके अंदर का आदिम शिशु अपने आप कूदकर बाहर आ जाता है।

बहुत ही दुख के साथ मेरे मन में यह विचार जाग्रत हुआ कि शिशुओं को शिक्षा देने के लिए "स्कूल" नाम से जिस यंत्र का निर्माण हुआ है, उसे द्वारा मानव शिशु की शिक्षा कतई पूरी नहीं हो सकती। सच्ची शिक्षा के लिए आश्रम की जरूरत है, जहां समग्र जीवन की सजीव पृष्ठभूमि मौजूद होती है।

गुरू तपोवन के केंद्रस्थल में विराजते हैं। वे यंत्र नहीं, मनुष्य होते हैं। उनका मनुष्यत्व निष्क्रिय नहीं, सक्रिय होता है, क्योंकि वे मनुष्यत्व के लक्ष्य की परिपूर्ति के लिए प्रयत्नशील रहते हैं। इसी तपस्या के गतिशील प्रवाह में शिष्य के चित्त को गतिशील बनाने की कोशिश करने का कार्य उनके लिए अपनी साधना का ही एक अंग है। शिष्यों के जीवन को यह जो प्रेरणा मिलती है, उसके मूल में है गुरू की संगति।

गुरू का मन हर क्षण अपने आविष्कार में लगा रहता है और इसलिए अपने आपको भी वह दूसरों को देता रहता है। जिस प्रकार सच्चे ऎश्वर्य का परिचय त्याग की स्वाभाविकता में है, उसी तरह प्राप्ति का आनंद दान देने के आनंद में अपनी यथार्थता प्रमाणित करता है।

अक्सर हमारे देश के गुरू प्रवीणता सिद्ध करने के लिए ही तत्पर होते हैं। यह सस्ते में प्रभुत्व जमाने के प्रलोभन का द्योतक है। बच्चों के आंगन में डंडे वाले नौकर के बिना अकेले जाने से उनकी इज्जत मे कमी आएगी, इसी डर से वे लोग सतर्क रहते हैं। मुझे याद है कि विद्यार्थियों के काम-काज, से जिस समय मेरा प्रत्यक्ष संपर्क था, उस समय कुछ बडे विद्यार्थी मेरे पास यह शिकायत लेकर पहुंचते थे कि भोजन परोसते समय बडे-बडे पात्रों को फर्श के ऊपर घसीट कर ले जाने के कारण उनके नीचे के हिस्से का मैल सारे घर में फैलकर गंदगी फैलाता है।

मैंने कहा कि परेशानी तुम लोगों की है, पर स्वयं कभी इसके प्रतिकार के लिए सोचते नहीं हो। मैं इसका प्रतिकार करूंगा, इस भरोसे से मेरी राह देख रहे हो। तुम्हारे दिमाग मे यह छोटी-सी बात नहीं सूझ नहीं रही कि उस बर्तन के नीचे एक घास का बींड बांधने से ही उसका घर्षण निवारण हो सकता है। अंत मे एक बात और। शिक्षक होने की पात्रता केवल उनमें होगी, जो धैर्यशील होते हैं।

Polytechnic lecturers end stir

The Haryana Government Polytechnic Lecturers Welfare Association today called off its strike and resumed examination duties following an agreement with the government. The joint action committee of the association held discussions with financial commissioner Ajit Mohan Saran and an agreement was reached.
Though all demands had not been accepted, an agreement had been reached on the issue of higher grade pay and two advance increments to lecturers who have done MTech, MPhil and PhD, Parminder Mann, president of the association, said.
The lecturers had been boycotting the examinations that commenced on May 16. Though the government had made alternate arrangements to conduct the examinations, it did not work well.

The JAC members said the government had agreed to give time-bound higher grade pay to lecturers and workshop superintendent in the grade of Rs 8,000-13,500 against the existing grade pay of Rs 5,400 in pay band II. The grade pay would be Rs 6,000 after six years and Rs 7,600 after 12 years in pay band-III and in pay band-IV grade pay would be Rs 8,000 after 17 years and Rs 8,700 after 20 years (limited to 15 per cent of the cadre strength).

Similarly, senior lecturers in the scale of Rs 10,000-13,500 in pay band-III would be given grade pay of Rs 7,600 after six years, grade pay of Rs 8,000 after 11 years in pay band-IV and grade pay of Rs 8,700 after 14 years (limited to the cadre strength) instead of the existing grade pay of Rs 6,000.

Principals in the scale of Rs 13,500-17,250 plus 200 (special pay) in pay band-III with grade pay of Rs 8,000 would be placed in pay band-IV with grade pay of Rs 8,700 at the entry level (without any special pay). Additional Director Principal would also be placed in the pay scale of Rs 13,500-17,250 in pay band-IV with grade pay of Rs 8,700 and special pay of Rs 300.

The grade pay for workshop instructor and foreman in pay band-II would be increased from Rs 4,200 to Rs 4,600 while junior librarian would get a grade pay of Rs 3,300 instead of the existing grade pay of Rs 3,200.

RAJASTHAN बीएड में कम हुए 28 हजार आवेदक

शिक्षक बनने का सपना देखने वालों के लिए इस बार बीएड करना आसान रहेगा। पहली बार पिछली बार की तुलना में अप्रत्याशित रूप से पीटीईटी के लिए 28 हजार कम आवेदन आए हैं। इस बार पीटीईटी देने वाले छात्रों की संख्या करीब डेढ़ लाख है, जबकि 90 हजार सीटें उपलब्ध हैं।

पिछली बार काउंसलिंग में देरी के चलते कॉलेजों में 12 हजार सीटें खाली रह गई थीं। पीटीईटी के माध्यम से राज्य के 700 बीएड कॉलेजों में प्रवेश होने हैं। शिक्षाविदों के अनुसार सरकारी सेवा के लिए नियमित रिक्तियां नहीं निकलने के कारण इस बार छात्रों का रुझान अपेक्षाकृत कम हुआ है। यह सिलसिला अगले एक-दो साल तक बैकलॉग पूरा होने तक बना रह सकता है। इसके अलावा शिक्षा विभाग में कॉमर्स के लिए काफी कम नियुक्तियां निकलने के कारण भी इस संकाय के छात्रों की दिलचस्पी कम हुई है।

स्नातक में 50 प्रतिशत अंकों की अनिवार्यता और बीएड करने के बावजूद टैट जैसी परीक्षाओं के प्रावधान का भी काफी हद तक इस पर असर पड़ा है। शिक्षा महाविद्यालय परिषद के महासचिव एल.सी. भारतीय का कहना है कि बीएड के प्रति रुझान बनाए रखने के लिए राज्य सरकार को टैट जैसी परीक्षाओं पर एक बार फिर चिंतन करना चाहिए। पीटीईटी के समन्वयक प्रो. ए.के. मलिक बताते हैं कि इस बार करीब डेढ़ लाख आवेदन आए हैं। बच्चों के लिए प्रवेश अपेक्षाकृत आसान रहेंगे। मलिक का कहना है कि कलेक्शन सेंटरों से डाटा एकत्र करने के बाद अधिकृत रूप से वास्तविक डाटा एक-दो दिन में जारी कर दिया जाएगा।

नियमित प्रवेश प्रक्रिया नहीं होने का खमियाजा: पिछले कुछ साल से राज्य सरकार बीएड प्रवेश प्रक्रिया को ही नियमित नहीं कर सकी है। स्थिति यह है कि काउंसलिंग का सिलसिला दिसंबर अंत तक थमता नहीं है। कई छात्रों की मानसिकता यहीं से बदलनी शुरू हो जाती है और वे स्नातक के बाद या तो दूसरे कोर्स की ओर रुख कर लेते हैं या फिर बाहरी विश्वविद्यालयों से डिग्री लेने का रास्ता चुन लेते हैं। इसके अलावा प्रदेश में करीब 9 लाख बीएड बेरोजगार सरकारी नौकरी का इंतजार कर रहे हैं

PROCEDURE FOR APPLYING ONLINE
i. The candidates shall at first download the ‘User Guide’ and ‘Information Bulletin’
free of cost from the APTET website http://aptet.cgg.gov.in/, go through it carefully
and satisfy their eligibility for appearing for APTET, July 2011.
ii. The candidate after satisfying herself/himself about the eligibility criteria for
APTET shall pay a fee of Rs.300.00 through APONLINE towards submission of
application online and for the conduct of examination. At the APONLINE Centres,
the candidate has to give the required preliminary data (i.e. Name of the
candidate, Date of birth, Gender, whether the candidate belongs to A.P. and
mobile phone number). On receipt of fee at APONLINE the candidate shall be
issued a ‘Journal Number’ on the receipt of the fee with which she/he can
proceed with submission of application online. (Issue of Journal Number does
not mean that the candidate has completed submission of application
online. It is only a confirmation of the fee received).
iii. The candidates shall follow the procedure of submission of online application as
given in the ‘Information Bulletin’ and ‘User Guide’ and also as per the instructions
provided online while filling up the online application form. The Candidate should
be ready with photograph of size 3.5X3.5cms before filling in on-line application.
iv. Paste the photograph on a white paper and sign below (sign in Black Ink only).
Look for the sample given below. Ensure that the signature is within the box.
Scan the required size containing the photograph and signature. Please do not
scan the complete page. The entire image consisting of photo along with
signature is required to be scanned and stored in *.jpeg format on local machine.
Ensure that the size of the scanned image is not more than 50kb. If the size of
the image is more than 50 kb, then adjust the settings of the scanner such as dpi
resolutions, no. of colors during the process of scanning.
v. Steps to be followed in filling online application form

2. Click on application form
3. Click on the dialogue box(i.e., WELCOME TO ONLINE APPLICATION)
4. Confirm the next dialogue box(i.e., Fields marked with ‘*’ are compulsory)
5. Enter your Journal Number issued by Aponline, the date of payment of fees
and Date of birth. 10
6. At the field ‘Attach your latest photograph’ Click on Browse button and
attach your photograph and signature stored on the local machine.
7. Tick the declaration and enter the verification code.
8. Press Upload
9. The application will be opened.
10. Now fill in the application form as per the instructions given in the User
Guide and Information Bulletin and those offered while filling the online
application form.
11. After filling all the details press PREVIEW button. This will display the
details submitted by you
12. If you find all the details correct press SUBMIT other wise press EDIT and
resubmit the information.
vi. On submission of application form online the candidate shall be given Reference
ID Number which should be kept carefully for any kind of future correspondence.
Submission of application can be considered to have been completed only on
receiving Reference ID Number.
vii. On completion of submission, the candidates shall take a printout of the
application and store it for future use. Candidates should not post the printout of
the application to APTET office.
viii. In case of any clarifications before, during or after submission of application online
the candidates may contact the help desk at Telephone Numbers
CGG:7702922003, 7702922004 between 10.30 a.m. and 5.00 p.m on all working
days from 20-05-2011 to 30-07-2011.
ix. The candidates can also post their complaints pertaining to their application at
http://aptet.cgg.gov.in between 20.05.2011 to 10.07.2011.
x. In any case applications will not be received in any kind of manual form.

• Request for change / correction can be made online at the complaint box on the

Pradesh Teacher Eligibility Test it does not imply that the candidates' eligibility has

APTET, JULY 2011, NOTIFICATION FOR ONLINE APPLICATIONS

Online applications are invited from the candidates who intend to be teachers
for classes I to VIII in schools in Andhra Pradesh for appearance at first Andhra
Pradesh Teacher Eligibility Test (APTET) to be conducted by Department of School
Education, Government of Andhra Pradesh on July 31, 2011 in all 23 Districts of the
State.
In accordance with the provisions of sub-section (1) of section 23 of the Right
To Education Act, 2009 the National Council for Teacher Education (NCTE) had
vide it’s Notification dated 23
rd
August, 2010 laid down the minimum qualifications for
a person to be eligible for appointment as a teacher for classes I to VIII. It had been
inter alia provided that one of the essential qualifications for a person to be eligible
for appointment as a teacher in any of the schools referred to in clause (n) of section
2 of the RTE Act is that she/he should pass the Teacher Eligibility Test (TET) which
will be conducted by the appropriate Government in accordance with the Guidelines
framed by the NCTE. Accordingly, Government of Andhra Pradesh has issued
guidelines for conducting Teacher Eligibility Test in A.P. vide G.O.Ms. No. 51, School
Education (SE.GENL-II) Dept., Dated 16 – 04 – 2011.
APTET is applicable to all candidates who aspire to become teachers of
classes I to VIII in the schools of the State Government, Mandal Parishad, Zilla
Parishad, Municipality, Private aided schools and Private unaided schools in Andhra
Pradesh State. However, the candidates intending to seek employment as a teacher
in private unaided schools shall have the option of appearing at CTET conducted by
CBSE instead of APTET if they so desire.
The test (APTET) will be conducted in 2 papers viz. Paper-I & Paper-II. The
candidates who intend to be teachers for classes I to V have to appear at Paper-I
and the candidates intending to be teachers for classes VI to VIII have to appear for
Paper-II. The candidates who intend to be teachers for all classes from I to VIII can
appear for both papers, Paper-I & Paper-II. TET will be conducted in identified 2
examinations centres on July 31, 2011 in all the Districts of State as per timings
given below:

बेसिक शिक्षा परिषद से जुड़े स्कूलों में नियुक्ति का इंतजार कर रहे स्नातक शिक्षा मित्रों को निराश होने की जरूरत नहीं है। शासन ने तय किया है कि जिन एक लाख २२ हजार पदों पर स्नातक शिक्षा मित्रों की तैनाती का प्रस्ताव लंबित है, उन पर बीएड डिग्रीधारकों की नियुक्ति नहीं होगी। बीएड डिग्रीधारकों के लिए शासन ने दो वर्ष से अतिरिक्त पद चिन्हित किए हैं। शिक्षा मित्रों के प्रशिक्षण को लेकर उपजे नए हालात पर चर्चा के लिए बृहस्पतिवार को लखनऊ में विभाग के वरिष्ठ अधिकारियों की बैठक हुई। बैठक में निदेशालय के कई अधिकारियों के साथ पांच डायट्स के अधिकारी भी थे। बैठक में प्राइमरी और जूनियर स्कूलों में रिक्तियों के साथ बीएड डिग्रीधारकों और स्नातक शिक्षा मित्रों के चयन को लेकर विभिन्न बिन्दुओं पर चर्चा हुई।
तय किया गया कि स्नातक शिक्षा मित्र और बीएड डिग्रीधारकों के लिए सीटें अलग-अलग हैं। मानव संसाधन विकास मंत्रालय और एनसीटीई ने स्नातक शिक्षा मित्रों के लिए जो प्रस्ताव तैयार किया, उसके अनुसार शिक्षक दक्षता परीक्षा और एक साल के प्रशिक्षण के बाद एक लाख २२ हजार पदों पर स्नातक शिक्षा मित्रों को नियुक्ति दी जानी है। बैठक में सभी बिन्दुओं पर चर्चा के बाद तय किया गया कि मास्टर टे्रनर्स का प्रशिक्षण चलता रहेगा। शिक्षा मित्रों का प्रशिक्षण अभी शुरू नहीं हुआ इसलिए नए हालात से बड़ी रुकावट नहीं होगी। विभाग के एक उच्च पदस्थ अधिकारी ने नाम न छापने की शर्त पर बताया कि बीएड डिग्रीधारकों के रुख को लेकर नाराजगी भी जाहिर की गई। इससे चयन प्रक्रिया पर भी फर्क पड़ने की आशंका जताई जा रही है।

एक लाख 24 हजार स्नातक शिक्षामित्रों को तगड़ा झटका

प्रदेश सरकार की ओर से स्नातक शिक्षामित्रों को दो साल की ट्रेनिंग देकर उनकी सहायक अध्यापक पद पर स्थाई नियुक्ति करने की प्रक्रिया पर हाईकोर्ट ने रोक लगा दी है। साथ ही, इस संबंध में प्रदेश सरकार से जवाब मांगा है। यह फैसला न्यायमूर्ति कृष्ण मुरारी ने संतोष मिश्र व अन्य की याचिका पर बुधवार को सुनाया। हाईकोर्ट के इस फैसले से जहां प्रदेश के एक लाख 24 हजार स्नातक शिक्षामित्रों को तगड़ा झटका लगा है, वहीं छह लाख बीएड-बीपीएड धारकों में खुशी की लहर दौड़ गई है। याची के अनुसार शिक्षामित्रों को ट्रेनिंग देकर उनकी सहायक अध्यापक पद पर नियुक्ति करना नियम के विरुद्ध है। सुप्रीम कोर्ट ने भी कहा है कि अगर कहीं प्रशिक्षित अभ्यर्थी मौजूद हैं, तो उनके स्थान पर दूसरे की नियुक्ति नहीं की जा सकती। प्रदेश सरकार ने इसकी अनदेखी करते हुए शिक्षामित्रों को प्रशिक्षित करके उनकी स्थाई नियुक्ति करने की योजना बना डाली, जबकि प्रदेश में छह लाख बीएड-बीपीएड धारक मौजूद हैं। कोर्ट का फैसला आते ही प्रदेश के बीएड-बीपीएड धारकों में खुशी की लहर दौड़ गई। बीएड,बीपीएड बेरोजगार संघर्ष मोर्चा के जिलाध्यक्ष राजेश पांडेय ने कोर्ट के फैसले पर खुशी व्यक्त करते हुए इसे न्याय की जीत बताया। उन्होंने कहा कि प्रदेश सरकार ने वोट की खातिर नियम के विरुद्ध जाकर यह निर्णय लिया था। उन्होंने कहा कि प्रदेश में प्रशिक्षित शिक्षक मौजूद हैं। इसके बाद भी सरकार लाखों रुपये खर्च करके संविदा पर काम कर रहे शिक्षामित्रों को प्रशिक्षित करने की योजना बना रही है। कोर्ट के फैसले से हमें नई ऊर्जा मिली है, जो हमें आगे की लड़ाई में सहारा देगी।

प्रदेश में शिक्षा का अधिकार अधिनियम का नोटिफिकेशन जल्द जारी होगा। यह फैसला मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने बृहस्पतिवार को शिक्षा मंत्री गीता भुक्कल और शिक्षा विभाग की प्रधान सचिव सुरीना राजन के साथ बैठक में किया। बैठक में तय किया गया कि शिक्षा के अधिकार को लागू करने के लिए जल्दी नोटीफिकेशन किया जाए। बताया गया कि अगले 7-8 दिनों में नोटीफिकेशन किया जा सकता है। इससे पहले मंत्रिमंडल की बैठक में अधिनियम के मसौदे को मंजूरी दी जाएगी। बैठक में मुख्यमंत्री ने शिक्षा के क्षेत्र में चल रही सरकारी योजनाओं पर व्यापक चर्चा की। शिक्षा अधिकार कानून को उन्होंने काफी गंभीरता से लिया और मंत्री व विभाग की प्रधान सचिव से विचार विमर्श करके इसे तत्काल लागू करने की प्रक्रिया शुरू करने को कहा। गीता भुक्कल ने बताया कि इसका ड्राफ्ट वेबसाइट पर डाला गया है और इस पर कई सुझाव भी आए हैं।

अब कॉलेज शिक्षक भी करा सकेंगे पीएचडी

अब कॉलेज शिक्षक भी पीएचडी करने वाले विद्यार्थियों के सुपरवाइजर बन सकेंगे। महर्षि दयानंद विश्वविद्यालय ने पीएचडी के रजिस्ट्रेशन में इसका प्रावधान रखा है। पीएचडी कराने के लिए सुपरवाइजर बनने के लिए प्राध्यापकों के पास पीएचडी के बाद तीन साल का स्नातकोत्तर कक्षाओं में अध्यापन का अनुभव या छह साल स्नातक कक्षाओं को पढ़ाने का अनुभव होना चाहिए। दूरस्थ शिक्षा के कोर्सो (डिस्टेंस एजूकेशन) को पढ़ाने के अनुभव को अध्यापन अनुभव में शामिल नहीं किया जाएगा। कॉलेजों के प्राध्यापक को सुपरवाइजर बनाने के बाद संबंधित विभागाध्यक्ष एक जांच कमेटी नियुक्त करेगा, जो कॉलेज में रिसर्च संबंधी सुविधाओं का निरीक्षण करेगी। जिस विषय में पीएचडी के दौरान लैब आदि की जरूरत है और कॉलेज में यह सुविधा नहीं है तो शिक्षक को-सुपरवाइजर लगाए जा सकते हैं। इस प्रस्ताव को जल्द ही मदवि की शैक्षणिक परिषद की बैठक में मंजूरी के लिए रखा जाएगा। मदवि में शैक्षणिक मामलों के अधिष्ठाता प्रो. सुरेंद्र कुमार ने बताया कि पीएचडी आर्डिनेंस में संशोधन किया जा रहा है। इस बार कॉलेज प्राध्यापकों को सुपरवाइजर बनाने का भी विकल्प रखा गया है।

हरियाणा के स्कूलों का हुलिया बदलने, बच्चों को पढ़ाए गए पाठ का सतत मूल्यांकन करने, स्कूल संचालन के लिए स्कूल स्तर पर बनी स्कूल प्रबंधन कमेटियों और शिक्षकों को टे्रंड करने पर एक हजार करोड़ रुपये एक साल में खर्च होंगे। सोमवार को सर्व शिक्षा अभियान में हरियाणा को एक हजार करोड़ रुपये मंजूर हुए हैं।

विफल रही कमिश्नर से शिक्षकों(LECTURER COLLAGE CADRE) की बातचीत

प्रदेश की सभी यूनिवर्सिटी के प्राध्यापकों की लंबित मांगों के मुद्दे पर प्रदेश प्रशासन की हठधर्मिता के चलते वार्ता विफल ल हो गई है। इन परिस्थितियों में फेडरेशन ऑफ हरियाणा यूनिवर्सिटीज टीचर्स एसोसिएशन फेडहुटा के आह्वान पर वर्तमान में चल रही परीक्षाओं में मूल्यांकन कार्य का बहिष्कार जारी रहेगा।

फेडहुटा और एमडीयू शिक्षक संघ के प्रधान डा. सोमबीर राठी ने बताया कि शनिवार को चंडीगढ़ में उच्चतर शिक्षा विभाग के उच्च अधिकारी के साथ बैठक देर शाम तक चली। बातचीत के दौरान काफी मांगों पर सहमति बनी थी, लेकिन प्रमुख रूप से तीन मांगों यूजीसी पैटर्न पर सेवा निवृत्ति की उम्र 65 करने, कालेजों में प्रोफेसर का पद देने तथा प्रोफेसर की सीधी भर्ती पर वेतन मान यूजीसी पैटर्न पर करने पर सहमति नहीं बनी। बातचीत में गतिरोध के चलते वार्ता सिरे नहीं चढ़ सकी।

डा. राठी ने बताया कि प्रदेश के विश्वविद्यालय शिक्षक मूल्यांकन कार्य का बहिष्कार जारी रखेंगे। अगली रणनीति 18 मई को होने वाली बैठक में तय होगी।

A person who scores 60% or more in the PSTET exam will be considered as PSTET pass. School Management
(Government, Local bodies, Government aided and unaided)
(a) May consider giving concessions to persons belonging to SC/ST, OBC, differently abled persons, etc., in

(b) Should give weightage to the PSTET scores in the recruitment process; however, qualifying the PSTET would

GUIDELINES FOR PUNJAB STATE TEACHER ELIGIBILITY TEST (PSTET)

BACKGROUND AND RATIONALE
The implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 requires the
recruitment of a large number of teachers across the country in a time bound manner. In spite of the enormity
of the task, it is desirable to ensure that quality requirement for recruitment of teachers is not diluted at any
cost. It is therefore necessary to ensure that persons recruited as teachers possess the essential aptitude and
ability to meet the challenges of teaching at the primary and upper primary level.
In accordance with the provisions of sub-section (1) of Section 23 of the Right of Children to Free and
Compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NCTE) had vide
Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for
appointment as a teacher in classes I to VIII.
The one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the
schools referred to in clause (n) of section 2 of the RTE Act is that he/ she should pass the Teacher Eligibility
Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed
by the NCTE.
The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a
teacher is as under:
i) It would bring national standards and benchmark of teacher quality in the recruitment process
ii) It would induce teacher education institutions and students from these institutions to further improve their
performance standards
iii) It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher
quality
The Department of School Education, Government of Punjab has entrusted the responsibility of
conducting the Punjab State Teacher Eligibility Test (PSTET) -2011 to the SCERT, Punjab which shall
be held on 12-06-2011.

ELIGIBILITY
The following persons are eligible for appearing in the PSTET:-
Minimum Qualifications for Classes I-V:
Senior Secondary (or its equivalent) with at least 50% marks and passed or appearing in final 2–year Diploma in
Elementary Education (or its equivalent)
OR
Senior Secondary (or its equivalent) with at least 45% marks and passed or appearing in final 2–year Diploma in
Elementary Education (or its equivalent), in accordance with the NCTE (Recognition Norms and Procedure),
Regulations 2002
OR
Senior Secondary (or its equivalent) with at least 50% marks and passed or appearing in final 4–year Bachelor of
Elementary Education (B.El.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and passed or appearing in final 2–year Diploma in
Education (Special Education)*
Note:
i) Relaxation of 5% in minimum qualifying marks at BA/B.Sc./Senior Secondary level is admissible for SC/ST
Candidates.
ii) For this year only, a candidate with BA/B.Sc. with at least 50% marks and B.Ed qualification shall also be
eligible for test for classes I to V, provided he/she undergoes, after appointment, an NCTE recognized 6–
month special program in Elementary Education.

UNIT TEST(CCE) IN GOVERNMENT SCHOOLS

प्रदेश में सरकारी स्कूलों में अब सीसीई (व्यापक सतत मूल्यांकन) की तर्ज पर बच्चों के यूनिट टेस्ट लिए जाएंगे। स्कूलों में इस टेस्ट के आधार पर बच्चों की ग्रेडिंग की जाएगी। शिक्षा निदेशालय के इस फैसले से बच्चों पर पढ़ाई का दबाब कम होगा। शिक्षा विभाग के अधिकारियों को सीबीएसई स्कूलों की तरह सीसीई पैटर्न लागू कराने के निर्देश दिए गए हैं। हरियाणा विद्यालय शिक्षा बोर्ड की तरफ से सरकारी स्कूलों में फिलहाल सेमेस्टर प्रणाली से पढ़ाई हो रही है। शिक्षा अधिकार कानून (आरटीई) के तहत पहली से आठवीं कक्षा तक के बच्चों को ग्रेडिंग सिस्टम के सहारे अगली कक्षाओं में उतीर्ण करने का प्रावधान किया गया है। सरकारी स्कूलों में हालांकि ग्रेडिंग सिस्टम पहले से जारी है। शिक्षा अधिकार कानून के तहत अब प्रत्येक विषय का यूनिट टेस्ट लिया जाएगा। इस टेस्ट का पैटर्न पूरी तरह से सीसीई पर आधारित होगा। शिक्षा निदेशालय के मुताबिक पहले और दूसरे सेमेस्टर में दो-दो यूनिट टेस्ट लिए जाने का प्रावधान है। यह है यूनिट टेस्ट सरकारी स्कूलों में सीसीई पैटर्न पर चार स्तर शामिल किए गए हैं। पहला यूनिट टेस्ट, दूसरा एक विषय का प्रोजेक्ट वर्क, तीसरा बच्चों की उपस्थिति और चौथा शिक्षण कार्य में रोजना बच्चों की भागीदारी

प्रदेश के सरकारी स्कूलों में शिक्षकों के रिक्त पदों को भरने के लिए शिक्षक पात्रता परीक्षा पर संशय बरकरार है। हरियाणा सरकार ने केंद्रीय मानव संसाधन मंत्रालय से शिक्षक पात्रता परीक्षा की राष्ट्रीय स्तर पर मान्यता के लिए मसौदा भेजा था। उस पर मंत्रालय ने प्रथम दृष्टि से तो सहमति की मोहर लगा दी है, लेकिन इसकी लिखित सूचना प्रदेश सरकार को नहीं मिली है। ऐसे में हरियाणा शिक्षक पात्रता परीक्षा (एचटीईटी) का आयोजन जुलाई से पहले किए जाने की संभावना क्षीण होती आ रही है। शिक्षा विभाग ने मानव संसाधन मंत्रालय को भेज मसौदे में पात्रता उम्मीदवारों को राहत दी थी कि उन्हें नेगेटिव मार्किग का सामना नहीं करना पड़ेगा। इससे पहले हरियाणा विद्यालय शिक्षा बोर्ड द्वारा आयोजित स्टेट (राज्य शिक्षक पात्रता परीक्षा) में नेगेटिव मार्किग थी। पहले उत्तीर्ण के लिए 50 फीसदी अंक दिए गए थे, मगर अब नेगेटिव मार्किग को

हरियाणा में अगले सात माह में शिक्षा का अधिकार (आरटीई) के तहत 20 हजार शिक्षकों की भरती की जाएगी। इस तादाद को देखते हुए कर्मचारी चयन आयोग से भरती का काम वापस लेकर शिक्षक भरती बोर्ड के अधीन किया जाएगा। इसके लिए मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने शिक्षक भरती बोर्ड के गठन को मंजूरी दे दी है।

फरीदाबाद। गेस्ट टीचर भर्ती मामले में अब एक और नया मोड़ आ गया है। स्कूली शिक्षा निदेशालय द्वारा रिकॉर्ड की छानबीन ने गेस्ट टीचर भर्ती में हुए गड़बड़झाले की पोल खोलकर रख दी है। अकेले फरीदाबाद जिले के ही चार सौ गेस्ट टीचरों की भर्ती पर सवालिया निशान खड़े हो गए हैं। निदेशालय के आदेश पर जिला शिक्षा विभाग ने इन टीचरों को कारण बताओ नोटिस जारी करने की प्रक्रिया शुरू कर दी है।
साल की शुरुआत के साथ ही गेस्ट टीचर भर्ती का जिन्न बोतल से बाहर निकल आया था। १७ नवंबर २००७ के बाद विभाग ने गेस्ट टीचरों की भर्ती पर रोक लगा दी थी। लेकिन इसके बाद भी टीचरों की नियुक्ति की गई। मामला सामने आया तो प्रदेश के सभी जिलों में जांच कराई गई। निर्धारित समय के बाद में लगाए गए गेस्ट टीचरों को रिलीव कर दिया गया। मामला गंभीर था इसलिए विभाग ने इन टीचरों को रिलीव करने के बाद भी जांच जारी रखी। विभाग ने इससे पुराने गेस्ट टीचरों का भी रिकॉर्ड खंगालना शुरू कर दिया था। विभागीय सूत्र बताते हैं कि मौलिक शिक्षा विभाग को मिलाकर जिला शिक्षा विभाग में करीब चार सौ गेस्ट टीचरों के रिकॉर्ड में जांच के दौरान अनियमितताएं पाई गई हैं।
जांच प्रक्रिया पूरी हो चुकी है और नियमों की धज्जियां उड़ाने वाले टीचरों और अधिकारियों पर कार्रवाई की तैयारी शुरू हो गई है। शिक्षा निदेशालय के आदेश पर जिला शिक्षा विभाग ने सूची के आधार पर गेस्ट टीचरों को नोटिस जारी करने शुरू कर दिए हैं। जिला मौलिक शिक्षा अधिकारी राजीव कुमार ने बताया कि रिकॉर्ड में कमियां पाए जाने पर करीब पचास टीचरों को नोटिस जारी कर दिए गए हैं। जबकि अभी और भी टीचरों को नोटिस दिए जाएंगे। नोटिस प्राप्त होने के १५ दिन के अंदर जवाब देने की हिदायत दी गई है।

प्रदेश सरकार ने विकलांग कर्मचारियों को 10 विशेष आकस्मिक अवकाश देने का निर्णय लिया है। मुख्य सचिव ने प्रदेश के सभी सरकारी विभागों, बोर्डो, कॉरपोरेशन, अर्धसरकारी संस्थानों और विश्वविद्यालयों को पत्र भेजकर सूचित किया है। पत्र के अनुसार इन विभागों में कार्य करने वाले विकलांग कर्मचारियों को यह अवकाश विकलांगों के संदर्भ में बनाए गए अधिनियम 1995 के तहत प्रदान किए गए हैं।यह अवकाश उनको केंद्र और प्रदेश सरकार तथा यूएनओ जैसी अंतरराट्रीय एजेंसियों द्वारा विकलांगों से संबधित सेमिनारों, ट्रेनिंग, वर्कशाप के आयोजन में भाग लेने के लिए ही मिल सकेंगे। इन कर्मचारियों को अपने विभाग के प्रमुख से अनुमति लेनी होगी तथा कार्यक्रम में भाग लेने के बाद इस बारे में मिलने वाले प्रमाणपत्र को भी विभाग में जमा कराना होगा। दस से ज्यादा अवकाश होने तथा प्रमाणपत्र जमा न कराने पर यह अवकाश विकलांग कर्मचारियों के नियमित अवकाश से काट लिया जाएगा

गेस्ट टीचर भर्ती में बरती गई अनियमितता की जांच का मामला अभी ठंडा नहीं हुआ है। अभी और भी गेस्ट टीचरों पर विभागीय कार्रवाई की गाज गिर सकती है। दरअसल, मास्टर वर्ग के बाद निदेशालय स्तर पर जेबीटी गेस्ट टीचरों के रिकॉर्ड की जांच शुरू हो गई है। अब जल्द ही एक और सूची जारी कर जेबीटी गेस्ट टीचरों से स्पष्टीकरण मांगा जाएगा।
हरियाणा स्कूली शिक्षा विभाग गेस्ट टीचरों के रिकॉर्ड की पड़ताल में गहनता से जुट गया है। आए दिन इस मामले में नए-नए मोड़ आ रहे हैं। चार सौ गेस्ट टीचरों के नाम नोटिस जारी होने के बाद समझा जा रहा था कि मामला यहीं जाकर रुक जाएगा। लेकिन प्राथमिक स्कूलों में तैनात अन्य गेस्ट टीचरों के लिए कान खड़े कर देने वाली खबर है। विभागीय सूत्र बताते हैं कि हाल ही में जिन चार सौ गेस्ट टीचरों को कारण बताओ नोटिस जारी किए हैं, वो केवल मास्टर वर्ग से ताल्लुक रखते हैं। निदेशालय अब जल्द ही अगली फेहरिस्त जारी करने वाला है, जिसमें जेबीटी गेस्ट टीचरों की भर्ती से जुड़े गड़बड़झाले का खुलासा किया जाएगा।
वैसे चार सौ गेस्ट टीचरों के रिकॉर्ड में गड़बड़ी का खुलासा होने के बाद पहले ही फरीदाबाद चर्चाओं में है। सूत्र बताते हैं कि दोर्षी पाए जाने पर केवल गेस्ट टीचरों पर ही गाज नहीं गिरेगी, बल्कि शिक्षा विभाग के उन अधिकारियों पर भी फंदा कस सकता है। जिन्होंने निजी स्वार्थ के चलते भर्ती के मानकों को दरकिनार कर टीचरों को नौकरी दिलाने में मदद की थी। इस बारे में जिला मौलिक शिक्षा अधिकारी राजीव कुमार का कहना है निदेशालय ने जो रिकॉर्ड मांगे थे, वो सौंप दिए गए हैं।

कैसे उठा पर्दा
१७ नवंबर २००७ के बाद विभाग ने गेस्ट टीचरों की भर्ती पर रोक लगा दी थी। लेकिन इसके बाद भी टीचरों की नियुक्ति की गई। जांच में मामला सही पाया गया। विभाग ने पुराने गेस्ट टीचरों का भी रिकॉर्ड खंगालना शुरू कर दिया था। जिसकी जांच अब तक जारी है

हरियाणा सरकार ने फैसला किया है कि इस साल शिक्षकों के आम तबादले किए जाएंगे। तबादले के लिए ऑनलाइन आवेदन मांगे जाएंगे। तबादले जून में कर दिए जाएंगे और जून के बाद कोई भी तबादला नहीं किया जाएगा।
लेकिन इसके लिए शर्तें होंगी
जिन शिक्षकों को एक स्थान पर तीन साल का समय हो गया है, वह आवेदन कर सकता है। उसका आवेदन स्वीकार करना या न करना सरकार के अधिकार क्षेत्र में रहेगा। अगर सरकार किसी शिक्षक को अपनी मरजी से बदलेगी तो उस शिक्षक का कम से कम पांच साल का स्टे उस स्कूल में होना जरूरी होगा। यानी तीन साल तक का स्टे वाला शिक्षक तबादले के लिए आवेदन दे सकता है, लेकिन राज्य सरकार तीन साल के स्टे वाले किसी शिक्षक को अपनी मरजी से नहीं बदल सकेगी। इसके लिए पांच साल का स्टे होना जरूरी है।इस बार तबादले के आवेदन भी ऑनलाइन मांगे जाएंगे। इसके लिए एक साफ्टवेयर तैयार किया गया है। इस साफ्टवेयर में वही आवेदन मंजूर होगा, जो शिक्षक तबादले की शर्तें पूरी कर सकेगा। सभी आवेदनों को बाद में व्यक्तिगत तौर पर प्रोसेस किया जाएगा। शिक्षा का अधिकार अधिनियम के तहत एक स्कूल में 10 फीसदी से ज्यादा शिक्षकों के पद खाली नहीं रह सकेंगे, इसलिए एक जुलाई से साल भर कोई तबादला नहीं होगा

राजस्थान हाईकोर्ट ने राजस्थान शिक्षक पात्रता परीक्षा (टेट) पर से रोक हटा दी है। पूर्व में हाईकोर्ट ने ही टेट पर रोक लगाई थी। हाईकोर्ट ने रोक हटाते हुए कॉमर्स ग्रेजुएट्स, जनरल केटेगरी में 45 प्रतिशत तथा रिजर्व केटेगरी में 40 प्रतिशत अंकों वाले अभ्यर्थियों को भी परीक्षा में प्रवेश देने के आदेश दिए है।
टैट 2011 परीक्षा आयोजक बोर्ड ऑफ सैकंडरी एजुकेशन इस संबंध में नया विज्ञापन प्रकाशित करते हुए जहां आवेदन की तिथि एक सप्ताह तक बढ़ाएंगे वहीं अब परीक्षा 7 जून के बाद आयोजित की जाएगी। यह आदेश न्यायाधीश दिनेश माहेश्वरी ने प्रार्थी रितेश त्रिपाठी व 42 व अन्य की ओर से दायर याचिकाओं की सुनवाई में दिए।

विश्वविद्यालय अनुदान आयोग की वेतन संबंधी अधिसूचना को पूरी तरह लागू नहीं होने से खफा प्रदेश की विभिन्न यूनिवर्सिटी के प्राध्यापकों ने मूल्यांकन कार्य का बहिष्कार करने का निर्णय लिया है। इसके अलावा यूनिवर्सिटी में होने वाले सरकारी कार्यक्रमों में भी प्राध्यापक शिरकत नहीं करेंगे और उत्तर पुस्तिका के जांचने का भी बहिष्कार करने का निर्णय लिया।

CBSE WILL CONDUCT ONLINE EXAM

प्रतिष्ठित अखिल भारतीय इंजीनियरिंग प्रवेश परीक्षा (एआइईईई) का पर्चा लीक होने की घटना को गंभीरता से लेते हुए केंद्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) इसे ऑनलाइन करने की योजना बना रहा है। इसके तहत कई विकल्पों पर विचार किया जा रहा है ताकि एआइईईई जैसी परीक्षा निष्पक्ष और सुरक्षित ढंग से आयोजित की जा सके। इसमें देश भर में ऑनलाइन परीक्षा की तरफ कदम बढ़ाना भी शामिल है।

सुप्रीमकोर्ट में दायर एक याचिका में सरकार के अखिल भारतीय इंजीनियरिंग प्रवेश परीक्षा (एआईईईई) को फिर से आयोजित करने के निर्णय पर रोक लगाने की मांग की गई है। यह परीक्षा उन छात्रों के लिए आयोजित की गई है जो एक मई की परीक्षा में नहीं बैठ सके थे जब पर्चा लीक होने की घटना सामने आई थी। शीर्ष अदालत में यह याचिका एनआईटी जमशेदपुर के पूर्व प्रोफेसर ए पी सिन्हा की ओर से दायर की गई है जिसमें उन्होंने दिल्ली हाईकोर्ट के आदेश के खिलाफ अपील की है। दिल्ली हाईकोर्ट ने इस मामले में 11 मई को एआईईईई परीक्षा को फिर से आयोजित करने के निर्णय पर रोक लगाने से इंकार कर दिया था हालांकि अदालत ने सरकार को नोटिस जारी किया था। याचिका में कहा गया है कि परीक्षा की योजना के तहत प्रदर्शन की एक मेधा सूची बनाने के लिए दो अलग-अलग परिक्षाएं नहीं ली जा सकती हैं। इससे भटकने से पूरी प्रक्रिया अवैध, गैर वाजिब, असंवैधानिक, मनमाना और स्पष्ट तौर पर छात्रों के मौलिक अधिकारों का उल्लंघन होगा। इस विषय पर याचिकाकर्ता ने दिल्ली हाईकोर्ट में दो मई को दायर याचिका में परीक्षा को फिर से आयोजित करने पर रोक लगाने की मांग की थी। याचिकाकर्ता ने कहा कि एआईईईई 2011 का आयोजन दो अलग-अलग स्थितियों में हो रहा है, जहां एक ओर कुल उम्मीदवारों की संख्या के 97 प्रतिशत छात्र परीक्षा में बैठ चुके हैं, वहीं तीन प्रतिशत छात्रों को 11 मई को फिर से बैठने की अनुमति दी जा रही है जो उनके लिए लाभ की स्थिति होगी।

CTET-2011:Important Notice Regarding Addition of B.Com qualification

IMPORTANT NOTICE

The Ministry of Human Resource Development, Govt. of

India has entrusted the responsibility of conducting the

Central Teacher Eligibility Test (CTET) to the Central

Board of Secondary Education, Delhi which shall be held on

26.06.2011.

In this connection, advertisement was issued by the Central

Board of Secondary Education in all leading newspapers

including Employment News. The same was also put up on the

official website of CBSE, i.e., www.cbse.nic.in. Subsequently, it

has been decided by National Council for Teacher Education

(NCTE) to include B.Com Graduates in the eligibility criteria

for appointment of teachers in Classes I to VIII. Therefore,

the eligibility criteria for candidates appearing for CTET-2011

to be held on 26.06.2011 include B.Com degree holders also.

Accordingly, B.A./B.Sc/B.Com may be read in place of B.A./B.Sc.

Applicants are required to fill in the appropriate code number

of minimum educational qualifications in Column No. 13 of the

Application Form. Other conditions remain the same.

4. The information so provided can be verified by the Department at any time in future and in case the information so provided is found incorrect it shall attract action as per law.
5. CM says that नहीं बढ़ेगा स्कूलों का समय

मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने निर्देश दिया है कि स्कूलों का समय न बढ़ाया जाए। उन्होंने शिक्षा विभाग के अधिकारियों को सख्त लहजे में कहा कि वे विधायकों और मंत्रियों की बातों को गंभीरता से लें। अधिकारी ज्यादा अपने दफ्तर में बैठा करें और विधायकों से मिलने व उनके फोन सुनने के लिए वक्त तय करें। मुख्यमंत्री हुड्डा ने बृहस्पतिवार को शिक्षा विभाग के अधिकारियों के साथ लंबी बैठक की। दिन के करीब 12 बजे शुरू हुई बैठक दोपहर तीन बजे तक चली। बैठक में शिक्षामंत्री गीता भुक्कल, मुख्यमंत्री

CM APPROVES OF TWO TIER SYSTEM

Chief Minister Bhupinder Singh Hooda approved the proposal of Two-tier school system in Haryana. The system will be implemented this season. The information given by Education Minister Geeta Bhukkal.she said that:

स्कूल प्रणाली में बदलाव का जो ड्राफ्ट शिक्षा विभाग ने तैयार किया था, उसे मुख्यमंत्री को दिखाया गया, जिसे उन्होंने मंजूरी दे दी। इसी के तहत नौंवी से बारहवीं कक्षा तक की ट्यूशन फीस और जुर्माना माफ किए गए हैं।
भुक्कल ने बताया कि मसौदे में पहली और दूसरी कक्षा को जेबीटी टीचरों द्वारा और तीसरी से आठवीं कक्षा तक मास्टरों द्वारा पढ़ाने का प्रस्ताव तैयार किया गया था। लेकिन राष्ट्रीय अध्यापक शिक्षा परिषद ने शिक्षक पात्रता टेस्ट (टीईटी) के अंतर्गत पहली से पांचवीं कक्षा तक एक ही टीचर और छठी से आठवीं कक्षा तक मास्टर को पढ़ाने को कहा है। इसलिए मसौदे में भी परिवर्तन किया गया है। पहली से पांचवीं कक्षा तक अब जेबीटी ही पढ़ाएंगे। उनका पद नाम प्राइमरी टीचर रखा जाएगा और मास्टर का पदनाम टे्रंड ग्रेजुएट टीचर रखा जाएगा। लेक्चरर का पदनाम नहीं बदला जाएगा।
गीता भुक्कल ने कहा कि चूंकि पहली से आठवीं कक्षा तक एक निदेशालय के नीचे स्कूल और स्टाफ आ जाएगा, इसलिए उसे एलीमेंटरी निदेशालय कहा जाएगा। नौवीं से 12वीं कक्षा तक के स्कूल सीनियर सेकेंडरी स्कूल होंगे और इन कक्षाओं को लेक्चरर पढ़ाएंगे। शिक्षा मंत्री ने कहा कि मास्टर वर्ग ने लिखित में दे दिया है कि नए सिस्टम से उन्हें कोई ऐतराज नहीं है। उन्होंने स्पष्ट किया कि एलीमेंटरी और सेकेंडरी निदेशालय बनने के बावजूद हाई स्कूलों में नौवीं और दसवीं कक्षा को अभी मास्टर ही पढ़ाएंगे क्योंकि इन स्कूलों को धीरे-धीरे सीनियर सेकेंडरी स्कूल बनाया जाएगा। शिक्षा मंत्री ने बताया कि शिक्षा का अधिकार कानून के तहत नियम बहुत जल्द अधिसूचित किए जा रहे हैं, इसलिए इस एक्ट के तहत सभी प्रावधान नई दो स्तरीय स्कूल प्रणाली में इसी सत्र से लागू कर दिए जाएंगे।
स्कूलों का समय बढ़ेगा
शिक्षा मंत्री गीता भुक्कल ने बताया कि आरटीई के तहत स्कूलों का समय बढ़ाया जाएगा। इसके अलावा शिक्षक और विद्यार्थी अनुपात प्राइमरी में 1:30 और मिडल में 1:35 रखा जाएगा। किसी भी हालत में 10 फीसदी से ज्यादा शिक्षकों के पद खाली नहीं रहने दिए जाएंगे। उन्होंने बताया कि शिक्षकों का रिस्ट्रक्चरिंग प्लान भी तैयार किया जा रहा है। दाखिले के लिए कभी भी कोई स्टूडेंट स्कूल में आवेदन कर सकता है

IMPORTANT INSTRUCTION/ INFORMATION FOR APPLYING ONLINE PSTET

1. Before applying online, the Demand Draft in favour of ("DIRECTOR, C-DAC, MOHALI " PAYABLE AT MOHALI/CHANDIGARH) should be ready as per the amount applicable for the category of the candidate as the Draft Number, Date and Bank Name details are required to be entered in the form.

2. Fill out the form available on the site http://recruitment.cdacmohali.in by clicking at the link "Recruitment of SCERT PUNJAB".

3. The online application will be recieved up till 5:00PM of 13/05/2011.

4. If by mistake the candidate has filled in wrong data, he/she can correct the data from 27-04-2011 to 13-05-2011 up
to 5:00 P.M. by entering his/her registration and password.henceforth no editing will be done and thereafter data
will be locked and no change will be acceptable/ allowed

5. The registraion slip will be generated after filling the online form.Get the printout (2 copies) of the registraion slip.

6. Only On-line registered application forms will be entertained i.e. applications sent by post / in person will not be entertained. The registration number generated in the form should be written at the back of the demand draft along with the name and father name of the candidate. Please do not send any other documents except the demand draft along with the application.

7. Send/ post one copy of the on line registration slip (Printed ) with a self attested photograph along with the original
demand draft of requisite fee (Non refundable) to "Director , CDAC,A-34,Phase 8, Indutrail Area Mohali" which
shoud reach positively by 18-05-2011.Te application fee in the shape of demand draft received after the last data
i.e. 18-05-2011 will not be considered.

8. The candidate can download their Admit Cards by visiting the website http://recruitment.cdacmohali.in again by entering registration number and password.

9. Candidates are cautioned to keep his/her password strictly confidential.
