DECISION OF PH HIGH COURT ON 31-03-2011 ABOUT GUEST TEACHER IN HARYANA

हरियाणा में अतिथि अध्यापकों को अब और सेवा विस्तार नहीं मिल पाएगा। पंजाब व हरियाणा हाईकोर्ट ने 31 मार्च 2012 के बाद इन्हें सेवा विस्तार न देने के आदेश दिया है। साथ ही नए अतिथि अध्यापकों की नियुक्ति पर भी पूर्ण रोक लगा दी है। हालांकि कोर्ट ने अभी एक वर्ष के लिए मिले सेवा विस्तार पर कोई रोक नहीं लगाई है। हाईकोर्ट के मुख्य न्यायाधीश की खंडपीठ ने यह फैसला अतिथि अध्यापकों की नियुक्ति व उन्हें समय समय पर मिलने वाले सेवा विस्तार को चुनौती देने वाली अंबाला निवासी तिलक राज की याचिका पर सुनवाई के दौरान दिया। याचिकाकर्ता के वकील जगबीर मलिक ने बताया कि खंडपीठ ने कहा कि बच्चों के भविष्य को ध्यान में रखते हुए कोर्ट अतिथि अध्यापकों को सरकार द्वारा एक साल के सेवा विस्तार पर रोक नहीं लगा रही है। साथ ही कोर्ट ने अतिथि अध्यापकों के मामले में सरकार द्वारा अपनाई गई नीति व बैकडोर एंट्री पर भी सवाल उठाए। खंडपीठ ने कहा कि अतिथि अध्यापकों को एक साल का समय इस शर्त पर दिया जा रहा है ताकि सरकार इस अवधि में शिक्षकों की नियमित भर्ती प्रक्रिया शुरू कर सके। हरियाणा सरकार ने कोर्ट में हलफनामा देकर कोर्ट में कहा है कि इस वर्ष 31 दिसंबर तक सभी पदों पर नियमित भर्तियां हो जाएंगी। कोर्ट ने साफ कहा कि सरकार अतिथि अध्यापकों को नियमित भर्ती में कोर्ट के आदेशानुसार किसी भी तरह की कोई छूट नहीं देगी। सभी अतिथि अध्यापकों को नियमित भर्ती के लिए नया आवेदन करना होगा व तय सभी शर्त पास करनी होंगी। तिलक राज ने याचिका में मांग की थी कि सरकार अतिथि अध्यापकों को हटाकर उनके स्थान पर स्थायी भर्ती करे। याचिका में कहा गया है कि हरियाणा सरकार ने 2005 में स्कूलों में अध्यापकों की कमी के चलते अस्थायी तौर पर लगभग 20 हजार अतिथि अध्यापकों की नियुक्ति की थी। शुरूआत में पीरियड के हिसाब से भुगतान करने की नीति थी। बाद में सरकार ने फिक्स वेतन व भर्ती को एक साल के लिए ठेका आधारित करने का फैसला किया। याचिकाकर्ता ने कोर्ट को बताया कि सरकार तय समय के बाद भी इन अध्यापकों को हटा नहीं रही है। याचिकाकर्ता ने कोर्ट को बताया कि लगभग 70 प्रतिशत अतिथि अध्यापकों ने पात्रता परीक्षा पास नहीं की है।

The candidate is expected to fill the Bank Challan Form in triplicate (Bank Copy, UGC Copy & Candidate’s Copy) as given in the Notification.

» All the three copies of the Challan Form have to be submitted in any branch of State Bank of India along with the bank charges (commission) of Rs.20/-.

» The bank will retain one copy and return two copies of the challan to the candidate.

» The candidate has to attach the UGC copy of the challan with the printout of online Application Form which he/she has to submit to the Registrar of UGC-NET Centre opted by the candidate.

नए सत्र से शारीरिक शिक्षा विषय खत्म

प्रदेश के कॉलेजों में नए सत्र से शीरीरिक शिक्षा विषय खत्म किया जा सकता है। शिक्षकों की कमी को इसके लिए मुख्य कारण बताया जा रहा है। पिछले दिनों उच्चतर शिक्षा विभाग के अधिकारियों की बैठक में इस पर गहनता से विचार-विमर्श किया और निर्णय लिया गया कि जिन कॉलेजों में शिक्षक नियुक्त नहीं हैं वहां इस विषय को खत्म कर खेलकूद गतिविधियों को बढ़ाया जाए। बैठक में उच्च शिक्षा अधिकारियों ने प्राचार्याें को कॉलेजों में शारीरिक शिक्षा के बजाय खेल गतिविधियों को बढ़ावा देने का निर्देश दिया। बैठक के बाद सभी प्रिंसिपलों को मिनट जारी कर दिए गए हैं। इनमें साफ किया गया है कि अगले सत्र से शारीरिक शिक्षा विषय को चरणबद्ध ढंग से बंद किया जाए।

शिक्षक नए शिक्षा ढांचे के पक्ष व विरोध में बंटे

हरियाणा के शिक्षक संगठन नए शिक्षा ढांचे के समर्थन व विरोध में बंट गए हैं। मास्टर वर्ग एसोसिएशन ने कुछ परिवर्तनों की मांग के साथ नए शिक्षा ढांचे का समर्थन किया है। राजकीय अध्यापक संघ, स्कूल लेक्चरार एसोसिएशन और राजकीय प्राथमिक शिक्षक संघ ने नए शिक्षा ढांचे को शिक्षकों व छात्रों के हितों के विपरीत करार दिया है। हरियाणा मास्टर वर्ग एसोसिएशन के प्रधान रमेश कुमार मलिक ने कहा कि स्कूल का समय सुबह साढ़े सात बजे होने के कारण अब पांच दिन का सप्ताह किया जाए। शिक्षकों को अन्य कर्मियों के समान 30 अर्जित अवकाश देने, मास्टर वर्ग को कक्षा पांच से आठ तक पढ़ाने की अनुमति प्रदान करने और मिडिल स्कूल के मुख्य अध्यापक का प्रधानाचार्य पदों पर कोटा 75 प्रतिशत करने का सुझाव दिया है। राजकीय प्राथमिक शिक्षक संघ के अध्यक्ष विनोद ठाकरान व महासचिव दीपक गोस्वामी का कहना है कि मुख्य शिक्षक को मिडिल स्कूल के मुख्य अध्यापक की अनुपस्थिति में प्रभारी बनाया जाए तथा प्राथमिक मुख्य शिक्षक को मिडिल मुख्य अध्यापक के पद पर पदोन्नति दी जानी चाहिए। प्राथमिक शिक्षकों के पदों में कटौती तथा मुख्य शिक्षक का पद समाप्त करने के प्रयासों का पुरजोर विरोध होगा। हरियाणा राजकीय अध्यापक संघ के महासचिव मा. वजीर सिंह और सचिव कृष्ण कुमार निर्माण ने स्कूलों का समय बढ़ाने का विरोध किया है। उन्होंने कहा कि ऐसा करने से बच्चों के प्रति मानवाधिकारों का हनन होगा। यदि सरकार वास्तव में शिक्षा के प्रति गंभीर है तो शिक्षकों से गैर शैक्षणिक काम लेना बंद होना चाहिए। वजीर सिंह और निर्माण के अनुसार मंगलवार को जींद में राज्य प्रधान बलबीर सिंह की अध्यक्षता में बैठक कर अगली रणनीति तैयार होगी।

राजकीय प्राथमिक शिक्षा संघ कक्षा एक से पांच के ढांचे में बदलाव का विरोध करेगा और 7 अप्रैल को सभी जिला शिक्षा अधिकारियों को मुख्यमंत्री के नाम ज्ञापन सौंपेगा।

अध्यापक संघ ने दी अनिश्चितकालीन हड़ताल पर जाने की धमकी

हरियाणा राजकीय अध्यापक संघ ने चेतावनी दी है कि यदि विभाग ने त्रिस्तरीय प्रणाली लागू की गई तो प्रदेश भर के 76 हजार अध्यापक अनिश्चितकालीन हड़ताल पर चले जाएंगे। यह ऐलान संघ के राज्य सचिव कृष्ण कुमार निर्माण ने कार्यकर्ताओं की कन्वेंशन को सम्बोधित करते हुए किया।

स्कूली शिक्षा के त्रिस्तरीय ढांचे के खिलाफ एकजुट हुए शिक्षक संगठन

निदेशक स्कूल शिक्षा हरियाणा ने ज़िला शिक्षा एवं प्रशिक्षण संस्थान पंचकूला में प्रदेश के शिक्षक संघों के साथ बैठक कर प्रदेश में स्कूली शिक्षा के नये त्रिस्तरीय ढांचे के प्रारूप को सार्वजनिक किया। प्रारूप के सार्वजनिक होते ही इसकी खामियों को देखते हुए हसला सहित सभी शिक्षक संगठनों ने इसे छात्र विरोधी, जनविरोधी तथा शिक्षक विरोधी करार दिया तथा इसके विरोध में आंदोलन शुरू करने का निर्णय लिया।
इस मुद्दे को लेकर हसला ने तुरंत अपनी आपात बैठक 27 मार्च को रोहतक में बुलायी है। बैठक में हसला की राज्य कार्यकारिणी सहित सभी ज़िला प्रधान भाग लेंगे। हसला प्रदेशाध्यक्ष किताब सिंह मोर ने कहा कि त्रिस्तरीय ढांचे में प्राध्यापकों को पदनाम बदलकर पीजीटी करने, प्रधानाचार्य की पदोन्नति करने से पूर्व उपप्रधानाचार्य बनाना तथा इसके लिए भी प्राध्यापकों को मिडल स्कूल मुख्याध्यापक के समकक्ष फिडिंग कैडर मानना, प्रधानाचार्य की उपप्रधानाचार्य पद से पदोन्नति के लिए विभागीय परीक्षा करना तथा खंड शिक्षा अधिकारी के पद पर हरियाणा सिविल सेवा (एलाइड) से 25 प्रतिशत सीधी भर्ती करना व प्राध्यापकों को कक्षा 9 से जमा दो तक का शिक्षण फार्म देने के उपरांत भी 5400 के ग्रेड-पे से वंचित रखना तथा विद्यालयों के समय में अनावश्यक वृद्धि करने जैसे विभागीय फैसलों का हसला द्वारा किसी भी कीमत पर स्वीकार न करने का निर्णय लिया गया।

इस बार कुरुक्षेत्र यूनिवर्सिटी का सिलेबस चेंज किया जाएगा। बोर्ड ऑफ स्टडी वल्र्ड की बेस्ट यूनिवर्सिटीज के सिलेबस को जांच रही हैं। साइंस व इलेक्ट्रॉनिक्स के सिलेबस में बदलाव पर विशेष जोर है। नए सेशन में विद्यार्थियों की नए सिलेबस से पढ़ाई होगी। यह जानकारी कुरुक्षेत्र यूनिवर्सिटी के वाइस चांसलर डीडीएस संधू ने दी। वे दयालसिंह कालेज के दीक्षांत एवं पुरस्कार वितरण समारोह में बतौर मुख्य अतिथि शिरकत करने आए थे।

नए सत्र में केयूके से संबद्ध प्रत्येक कालेज व विद्यार्थी को यूनीक आईडी नंबर दिया जाएगा। जब तक कोई भी विद्यार्थी केयूके से पढ़ाई करेगा उसी नंबर से उसकी परीक्षा आदि सब कार्य होंगे। प्रत्येक कालेज व विद्यार्थियों को यूनिवर्सिटी की मेल आईडी दी जाएगी। यूनिवर्सिटी का कैंपस वाई-फाई कर दिया गया है।

पंजाब एवं हरियाणा हाईकोर्ट ने हरियाणा लोक सेवा आयोग (एचपीएससी) द्वारा एकल बेंच के फैसले को चुनौती देने वाली याचिका को खारिज करते हुए एक महत्वपूर्ण फैसले में प्रतियोगी परीक्षाओं की उत्तर पुस्तिकाओं और प्रश्नपत्रों को सूचना के अधिकार कानून के दायरे में माना है। हाईकोर्ट ने कहा है कि उत्तर पुस्तिकाओं व प्रश्नपत्रों को देखना उम्मीदवार का हक है। जस्टिस हेमंत गुप्ता की खंडपीठ ने शुक्रवार को यह फैसला सुनाया। हाईकोर्ट के इन आदेशों के बाद सिविल सर्विसेस परीक्षाओं के प्रश्नपत्र व उत्तर पुस्तिकाएं हासिल करना अब मुश्किल नहीं रहेगा।

Teachers Eligibility Test on May 22 in Rajasthan

The Rajasthan Board of Secondary Education will conduct the Teachers Eligibility Test (TET) on May 22, 2011. The online registration is open till April 18, 2011 for the same. The announcement of TET was made by chairman of the board Subhash Garg. He informed that the department will start the preparation to conduct the examination from March 31. The results are expected on June 15.

"This is the first TET examination conducted in the state and the board will launch another website on TET on March 27," said Garg. The students will be able to get the syllabus of this examination from March 28 onwards.

The minimum eligibility to sit for the examination is minimum 60% marks in BEd and there is a slab of minimum marks for reserved class. Two types of eligibility will be decided through the test. The first category is for primary teachers and the second will be for teaching in middle classes.

Just after the NCTE made the TET examination compulsory for getting the job of a teacher in school, the state government has made the education board as a nodal agency to conduct the eligibility examination. The students who pass this exam will be eligible to become teachers in government schools.

हरियाणा के गेस्ट टीचरों को मुख्यमंत्री हुड्डा ने तोहफा दिया है। गेस्ट टीचरों को अब समान काम समान वेतन के अलावा डीए, सेवा सुरक्षा, सर्विस बुक के साथ-साथ आईडी नंबर भी मुहैया करवाने का आश्वासन दिया गया है। हरियाणा अतिथि अध्यापक संघ के प्रदेश अध्यक्ष अरुण मलिक ने दावा किया कि मुख्यमंत्री भूपेंद्र सिंह हुड्डा के साथ हुई मुलाकात के दौरान उन्होंने सहमति दे दी है।
मलिक की अगुवाई में प्रधान महासचिव राजेंद्र शर्मा शास्त्री, उपाध्यक्ष रणवीर सुहाग, कोषाध्यक्ष शिवचरण और अन्य पदाधिकारियों के एक प्रतिनिधिमंडल ने मुख्यमंत्री हुड्डा से उनके निवास पर मुलाकात की। मुलाकात के बाद मलिक ने कहा कि गेस्ट टीचरों को सभी सुविधाएं देने के लिए मुख्यमंत्री हुड्डा ने सहमति जताई है। उन्होंने कहा कि प्रमोशन और ट्रांसफर के चलते किसी कारणवश हटे गेस्ट टीचरों को 15 दिन के अंदर समायोजित किया जाएगा। यही नहीं अगर समय अधिक लगता है तो पूरा वेतन भी दिया जाएगा। मलिक ने दावा किया कि जिन गेस्ट टीचरों के 220 दिन बनते हैं, उन्हें समायोजित किया जाएगा। उन्होंने बताया कि कुछ अन्य मांगों पर विचार विमर्श हुआ है इसमें बीए और बीएड की डिग्री के बावजूद जेबीटी पदों पर तैनात गेस्ट टीचरों को स्पेशल सर्टिफिकेट जारी कर योग्य माना जाए। प्रभाकर सहित बीएड पास गेस्ट टीचरों को हिंदी अध्यापक के योग्य माना जाए। कांबिनेशन पूरा करने के लिए पांच साल का समय दिया जाए। वर्क लोड के आधार पर हटाए गए जेबीटी को समायोजित किए जाने के अलावा कई अन्य मांगों पर मुख्यमंत्री ने आश्वासन दिया है।

अतिथि अध्यापकों के मामले में सरकार की स्पष्ट नीति

आश्वस्तकारी अतिथि अध्यापकों के मामले में पंजाब एवं हरियाणा उच्च न्यायालय में सरकार की ओर से रखा गया पक्ष स्पष्ट और आश्वस्त करने वाला है। इसमें सरकार की स्पष्ट नीति की भी झलक मिलती है और पता चलता है कि इस मामले में वह दूरगामी सोच व लक्ष्य को लेकर आगे बढ़ रही है। वैसे भी, अतिथि अध्यापकों का मामला जिस तरह सरकार के लिए परेशानी का सबब बन गया है, इससे उसमें इस तरह के कदम की उम्मीद की जाती है। राज्य के विद्यालयों में शिक्षकों की कमी से निपटने के लिए वर्ष 2005 में अतिथि अध्यापकों की भर्ती का रास्ता चुना गया। तब अस्थायी तौर पर रखे गए करीब बीस हजार अतिथि अध्यापकों को पीरियड के हिसाब से भुगतान का प्रावधान था। बाद में वेतन निश्चित कर दिया गया और भर्ती एक साल के लिए अनुबंध पर कर दी गई। लेकिन यह अस्थायी उपाय सरकार के लिए स्थायी रूप से गले की फांस बन गया। आज स्थिति यह है कि योग्य शिक्षकों की लंबी कतार नियुक्ति की प्रतीक्षा कर रही है और अतिथि अध्यापक उनके लिए जगह छोड़ने को तैयार नहीं हैं। शिक्षा, शिक्षक और शिक्षार्थियों के कल्याणार्थ कार्य करने के बजाय सरकार अदालतों का चक्कर लगा रही है। चूंकि मामला हजारों परिवारों को प्रभावित करता है, इसलिए वह कठोर निर्णय लेने का साहस नहीं कर पा रही है। दूसरी तरफ, कायदे-कानून के पालन का न्यायापालिका का जबरदस्त दबाव है। अध्यापक पात्रता परीक्षा में सफल अभ्यर्थी अलग से सरकार के दरवाजे पर खड़े हैं। यह अच्छी बात है कि शिक्षा विभाग की प्रधान सचिव ने स्पष्ट कर दिया है कि योग्य शिक्षकों की भर्ती होने तक अतिथि अध्यापकों को बहाल रखा जाएगा। साथ ही, बीएड या उच्च शिक्षा प्राप्त शिक्षकों को जेबीटी अध्यापकों के पद पर तभी तक रखा जाएगा, जब तक नियमित भर्ती नहीं हो जाती। उन्होंने अयोग्य अतिथि अध्यापकों को हटाने का इरादा भी साफ कर दिया है। वैसे भी, सरकार ने अतिथि अध्यापकों को पूरे अवसर दिए हैं कि वे अपना कॅरियर बचा लें। लेकिन रियायतों का फायदा उठाने के बजाय वे सरकार पर दबाव बनाना आसान समझते हैं। पढ़ने-पढ़ाने के पेशे से जुड़े लोगों का परीक्षा से भागना समझ से परे है। अतिथि अध्यापकों को अपनी योग्यता और अर्हता तो साबित करनी ही होगी।

नियमित भर्ती तक पढ़ाते रहेंगे अतिथि

हरियाणा सरकार ने पंजाब व हरियाणा हाईकोर्ट को बताया कि नियमित शिक्षकों की भर्ती तक सरकार सभी अतिथि अध्यापकों को जारी रखना चाहती है। शिक्षा विभाग की प्रधान सचिव सुरीना राजन ने बृहस्पतिवार को हाईकोर्ट में स्वयं पेश होकर हलफनामा दाखिल किया। प्रधान सचिव ने कोर्ट को बताया कि सरकार उन सभी अतिथि अध्यापकों को हटाने जा रही है, जो अयोग्य हैं। अंबाला निवासी एक व्यक्तिकी याचिका पर हाईकोर्ट ने शिक्षा विभाग की सचिव को तलब किया था। याचिकाकर्ता ने मांग की थी कि सरकार गेस्ट टीचरों को हटाकर उनके स्थान पर स्थाई शिक्षक नियुक्त करे। मामले में पिछली सुनवाई पर स्कूली शिक्षा विभाग के निदेशक विजेंद्र सिंह कोर्ट में पेश हुए थे लेकिन कोर्ट ने विजेंद्र सिंह से कुछ सवाल पूछे, लेकिन वह कोर्ट को संतुष्ट नहीं कर पाए। इस पर कोर्ट ने सिंह को फटकार लगाई थी। कोर्ट में सही जवाब न देने व सरकार के पास इस विषय पर नीति के अभाव मामले में हाईकोर्ट ने शिक्षा विभाग के सचिव को तलब किया था। इस पर बृहस्पतिवार को हरियाणा स्कूली शिक्षा विभाग की प्रधान सचिव सुरीना राजन हाईकोर्ट में पेश हुई। वकीलों की हड़ताल के कारण राजन ने कोर्ट की खंडपीठ के सामने स्वयं पेश होकर विभाग का पक्ष रखा। राजन ने कोर्ट को बताया कि नियमित शिक्षकों की भर्ती तक सरकार सभी गेस्ट टीचर को जारी रखना चाहती है।

अतिथि अध्यापकों ने सरकार को दिया अल्टीमेटम

अतिथि अध्यापक संघ की एकजुटता चेतावनी रैली में अध्यापकों ने सरकार से उन्हें जल्द नियमित करने की मांग की है। अध्यापकों ने सरकार को नौ अप्रैल तक का अल्टीमेटम दिया है। 18 अप्रैल को अवकाश समाप्त होने के बाद वे आरपार की लड़ाई लड़ेंगे। बुधवार को सेक्टर-छह के मैदान में संघ के प्रदेश अध्यक्ष अरुण मलिक ने कहा कि सरकार अतिथि अध्यापकों को जल्द नियमित करे। अध्यापक अरसे से शांतिपूर्वक ढंग से अपने हक की लड़ाई लड़ रहे हैं। किंतु अब उनके सब्र का बांध टूटने लगा है। राजरानी जैसी सैकड़ों अध्यापिकाएं व अध्यापक अपने हक के लिए कोई भी कुर्बानी देने को तैयार हैं। उन्होंने कहा कि सरकार अतिथि अध्यापकों को उनकी नियुक्ति तिथि से ही नियमित करे। संघ के प्रधान महासचिव राजेंद्र शास्त्री ने कहा कि सरकार ने लोकसभा व विधान सभा चुनावों से पहले अतिथि अध्यापकों को नियमित करने का वायदा किया था। किंतु अब तक इस बारे में कोई कार्रवाई नहीं हुई है। प्रदेश उपाध्यक्ष रणबीर सुहाग ने कहा कि अतिथि अध्यापक अपने रोजगार के लिए गंभीर हैं। उन्होंने सरकार को चेतावनी देते हुए कहा कि नौ से 18 अप्रैल तक होने वाले अवकाश से पहले सरकार अतिथि अध्यापकों के बारे में फैसला ले। अवकाश के बाद हक नहीं मिलने पर वे आर-पार की लड़ाई लड़ेंगे। महिला प्रदेश अध्यक्ष बलजिंद्र कौर व बिमला ने कहा कि अध्यापिकाएं शिक्षा की अलख जगाने के लिए हाथों में कलम उठा सकती हैं तो अपने हक के लिए लक्ष्मीबाई की तरह तलवार भी उठा सकती हैं।

नव चयनित अध्यापकों की ज्वाइनिंग में रोड़ा बने अतिथि : गलती शिक्षा निदेशालय की, भुगत रहे हैं अध्यापक। हरियाणा स्कूली शिक्षा निदेशालय द्वारा नव चयनित गणित व विज्ञान अध्यापकों को स्टेशन तो अलाट कर दिए, मगर उन पर पहले से ही गेस्ट टीचर तैनात मिले। इतना ही नहीं जिला शिक्षा अधिकारियों के पास निदेशालय से ऐसे कोई भी स्पष्ट आदेश नहीं हैं, जिनका अनुसरण कर विकट स्थिति से उबर सकें। और तो और नवनियुक्त अध्यापकों को स्टेशन अलाट करने की प्रक्रिया भी जिला शिक्षा अधिकारियों की गैर मौजूदगी में प्राइमरी शिक्षा निदेशक की देखरेख में हुई। इससे पूर्व प्रदेश भर के जिला मौलिक शिक्षा अधिकारियों को मशविरा करने के लिए प्राइमरी निदेशक ने एनसीईआरटी गुड़गांव बुलाया, जबकि वास्तव में यह मसला तो जिला शिक्षा अधिकारियों के माध्यम से हल किया जाना था। क्योंकि रिक्त पदों की सही जानकारी व स्थिति के बारे में जिला शिक्षा अधिकारियों को ही ज्ञान था। शिक्षा निदेशालय ने नव चयनित गणित व विज्ञान अध्यापकों को स्टेशन अलाट करने के लिए स्कूलों में रिक्त पदों की पुरानी सूची उठाकर ही तैनाती दे डाली। जब नव चयनित अध्यापक जिला के स्कूलों में तैनाती का पत्र लेकर अधिकारियों के पास पहुंचे तो वहां पर पहले से ही गेस्ट टीचर कार्यरत होने की बात सामने आई। 22 मार्च तक विज्ञान अध्यापकों को हर हाल में स्कूल में अपनी ज्वाइनिंग सुनिश्चित करनी तय की गई, जबकि गणित अध्यापकों के मामले में 5 अप्रैल तक का समय दिया गया है। अब हालत यह बनी हुई है कि अध्यापक अपने हाथ में ज्वाइनिंग लेटर लिए शिक्षा अधिकारियों के दफ्तरों में धूम रहे हैं। अकेले भिवानी जिला में शिक्षा निदेशालय द्वारा 74 गणित अध्यापक व 117 विज्ञान अध्यापकों के अलावा 20 डीपीई भेजे गए हैं। विभागीय आंकड़ों पर नजर डालें तो भिवानी में वर्तमान समय में 64 गेस्ट टीचर सरकारी स्कूलों में बच्चों को गणित पढ़ा रहे हैं। इसके अलावा 117 गेस्ट टीचर बतौर विज्ञान अध्यापक तैनात हैं। विभागीय सूत्रों की मानें तो जिले में 33 गणित अध्यापकों के पद रिक्त हैं, जबकि 30 साइंस टीचरों के पद भी खाली दिखाए गए हैं। ऐसे में इन खाली पदों को भरने के बाद बाकी नव चयनित अध्यापकों के सामने तो अभी असमंजस की स्थिति पैदा हो ही गई है। शिक्षा निदेशालय भी गेस्ट टीचरों के विरुद्ध स्टेशन तो अलाट कर रहा है, मगर उन्हें कार्य से हटाने के बारे में चुप्पी साधे हुए हैं, ऐसे में जिला स्तर पर शिक्षा अधिकारी भी अपने हाथ बंधे होने की बात कहकर कार्यवाही करने से बच रहे हैं। नव चयनित अध्यापक संदीप सिंह ने कहा कि वे इस समस्या को लेकर निदेशक तक मिल चुके हैं लेकिन कोई भी अधिकारी उन्हें राह नहीं सुझा रहा। क्या कहते हैं जिला शिक्षा अधिकारी इस बारे में जिला शिक्षा अधिकारी विष्णुदत्त शर्मा का कहना है कि पूर्ण रूप से रिक्त पदों पर साइंस व मैथ टीचरों को ज्वाइनिंग दी जा रही है। इन अध्यापकों को आईडी नम्बर लगाया जा चुका है। उन्होंने बताया कि शेष टीचरों की सूचना निदेशालय को भेज दी गई है। जब उनसे पूछा गया कि क्या गेस्ट टीचर इस प्रक्रिया से प्रभावित होंगे तो उनका जवाब था कि शिक्षा निदेशक के निर्देशानुसार किसी भी गेस्ट टीचर को प्रभावित नहीं होने दिया जाएगा

केंद्रीय कर्मचारियों का महंगाई भत्ता छह प्रतिशत बढ़ा : बढ़ती महंगाई से जूझ रहे सरकारी कर्मचारियों की मुश्किलें थोड़ी आसान हुई हैं। कैबिनेट ने केंद्रीय कर्मचारियों का महंगाई भत्ता (डीए) छह प्रतिशत बढ़ाकर 51 प्रतिशत करने के प्रस्ताव को मंजूरी दे दी है। फिलहाल केंद्रीय कर्मचारियों को मूल वेतन पर 45 प्रतिशत महंगाई भत्ता मिल रहा है। बढ़ा हुआ महंगाई भत्ता केंद्रीय कर्मचारियों को एक जनवरी से मिलेगा।

हाईकोर्ट सख्त, शिक्षा सचिव को तलब किया चंडीगढ़, जागरण संवाददाता : अतिथि अध्यापकों की भर्ती में हरियाणा सरकार के सही जवाब न देने व इस विषय पर ठोस नीति के अभाव में पंजाब व हरियाणा हाईकोर्ट ने कड़ा रुख अपनाते हुए शिक्षा सचिव को 24 मार्च को तलब किया है। हाईकोर्ट ने यह फैसला अंबाला निवासी व्यक्ति की याचिका पर जारी किया। याचिका में मांग की गई थी कि सरकार अतिथि अध्यापकों को हटाकर उनके स्थान पर स्थायी नियुक्ति करे। कोर्ट ने इस मामले में 16 मार्च को सरकार को आदेश दिया था कि वह अगली सुनवाई तक हाईकोर्ट को यह जानकारी दे कि राज्य में कितने अतिथि अध्यापक काम कर रहे हैं और सरकार उनके बदले नियुक्ति के लिए क्या कदम उठा रही है। शिक्षा विभाग के निदेशक विजेंद्र सिंह ने कोर्ट में पेश होकर हलफनामा दाखिल किया। हाईकोर्ट ने इस विषय पर विजेंद्र सिंह से कुछ सवाल पूछे, लेकिन वह कोर्ट को संतुष्ट नहीं कर पाए। सिंह ने कोर्ट को बताया कि वह इस विषय पर निर्णय लेने में सक्षम नहीं हैं। इस पर कोर्ट ने सिंह को फटकार लगाते हुए कहा कि जब उनके पास निर्णय लेने का अधिकार ही नहीं है तो वह कोर्ट का समय क्यों बर्बाद कर रहे हैं। कोर्ट ने कल ही शिक्षा सचिव को तलब करने का फैसला किया, लेकिन एडवोकेट जनरल के आग्रह पर कोर्ट ने मामले को दो दिन के लिए टालते हुए शिक्षा सचिव को 24 मार्च को पेश होने का आदेश दिया

स्कूलों में बनीं कमेटियां होंगी भंग

सरकारी स्कूलों में निर्माण और अन्य कार्यो के लिए बनाई गई विलेज एजूकेशन कमेटी (वीईसी) और विलेज कंस्ट्रक्शन कमेटियां (वीसीसी) भंग होंगी। स्कूलों में स्कूल प्रबंधन कमेटियां बनाए जाने के बाद शिक्षा विभाग ने यह फैसला लिया है। अब स्कूल प्रबंधन कमेटियां ही निर्माण, प्रबंधन आदि का कार्य देखेंगी। स्कूल प्रबंधन कमेटी बनाने से पहले सभी स्कूल मुखियाओं की ट्रेनिंग भी होगी। 22 मार्च तक सभी स्कूलों में स्कूल प्रबंधन कमेटियां गठित करने के निर्देश जारी हो चुके हैं। सरकारी स्कूलों में प्रबंधन और अन्य कार्यो को लेकर विलेज एजूकेशन कमेटियों में 15 सदस्य होते हैं। इन्हीं 15 सदस्यों में से ही पांच सदस्यों को विलेज कंस्ट्रक्शन कमेटी (वीसीसी) का सदस्य बनाया गया है। अब सभी कार्यो के लिए एक ही कमेटी (स्कूल प्रबंधन कमेटी) होगी।

शिक्षा विभाग ने कतरे विद्यार्थियों के पंख

राजकीय महाविद्यालयों में पढ़ रहे उन विद्यार्थियों को अब शिक्षा पूरी करने के बाद ही मूल प्रमाणपत्र मिलेंगे, जो किसी भी प्रकार की वित्तीय सहायता प्राप्त कर रहे हैं। उच्चतर शिक्षा महानिदेशक ने पत्र जारी कर सभी वित्तीय सहायता प्राप्त विद्यार्थियों की मूल अंकतालिका संबंधित शिक्षण संस्थान में जमा कराने का निर्देश दिया है। ऐसे में छात्र या छात्रा पढ़ाई के दौरान किसी इंटरव्यु या परीक्षा में मूल प्रमाण पत्र नहीं ले जा सकेगा। उच्चतर शिक्षा महानिदेशक द्वारा भेजे गए पत्र क्रमांक 6/10-एससीएच (3) के तहत कॉलेजों ने तत्काल प्रभाव से वित्तीय सहायता लेने वाले विद्यार्थियों की वह मूल अंकतालिका जमा करा ली हैं, जिनके आधार पर उनका शिक्षण संस्थान में प्रवेश हुआ था। विभाग अपना तर्क एक ही समय में विद्यार्थियों द्वारा विभिन्न कॉलेजों में प्रवेश लेने और रि-एडमिशन जैसी समस्याओं पर अंकुश लगाना बता रहा है, लेकिन पत्र ने उन विद्यार्थियों पर संकट के बादल गहरे कर दिए हैं, जो शिक्षा के साथ-साथ सरकारी या निजी रोजगार के अवसर हासिल करने के प्रयास में लगे हैं।

नए सत्र से त्रिस्तरीय प्रणाली होगी लागू

चंडीगढ़, जागरण ब्यूरो : शिक्षा विभाग ने पहली अप्रैल से आरंभ होने वाले शिक्षा सत्र से त्रिस्तरीय प्रणाली लागू करने का मन बना लिया है। इसके लिए राज्य के सभी शिक्षक संगठनों को 26 मार्च को बुलाकर उनकी राय ली जाएगी। शिक्षक नेताओं की राय के बाद त्रिस्तरीय प्रणाली में आमूल-चूल परिवर्तन कर उसे तत्काल लागू कर दिया जाएगा। शिक्षा विभाग की त्रिस्तरीय प्रणाली के तहत अब कक्षा एक से आठ तक मिडिल स्कूलों और कक्षा नौ से 12 तक सीनियर सेकेंडरी स्कूलों की दो श्रेणियां बनाई जा रही हैं। अभी तक प्राइमरी, मिडिल, हाईस्कूल और सीनियर सेकेंडरी स्कूलों की चार श्रेणियां हैं। हरियाणा स्कूल लेक्चरर एसोसिएशन ने इस प्रणाली के विरोध में 25 मार्च से आरंभ हो रही बोर्ड की परीक्षाओं के बहिष्कार का ऐलान कर रखा है। शिक्षक संगठनों के विरोध के कारण तथा उनकी आशंकाओं के समाधान के लिहाज से शिक्षा निदेशक विजेंद्र कुमार ने 26 मार्च को पंचकूला में शिक्षक संगठनों के प्रतिनिधियों की बैठक बुलाई है। उत्कर्ष सोसायटी के दफ्तर में होने वाली इस बैठक में प्रत्येक शिक्षक संगठन की ओर से दो से चार प्रतिनिधियों को शामिल होने के लिए कहा गया है। हरियाणा मास्टर वर्ग एसोसिएशन के अध्यक्ष रमेश मलिक ने इसकी पुष्टि की है। उन्होंने बताया कि निदेशक द्वारा सभी संगठनों को पत्र भेजकर बैठक के बारे में बताया जा रहा है

समायोजन की भूल-भुलैया अतिथि अध्यापकों का मामला पुराने जख्म की तरह फिर हरा हो गया है। पंजाब व हरियाणा उच्च न्यायालय ने सरकार की चिंताएं यह पूछ कर बढ़ा दी है कि प्रदेश में कितने अतिथि अध्यापक कार्यरत हैं और सरकार उनके बदले नियुक्ति के लिए क्या कदम उठा रही है। अतिथि, जेबीटी, बीएड अध्यापकों की नियुक्ति और फिर उनके समायोजन की दुविधा किसी त्रिशूल से कम नहीं लग रही। पात्र अध्यापक अलग से ढोल-नगाड़े बजा कर सरकार की नींद उड़ा रहे हैं। ऐसे में हाईकोर्ट के नए आदेश से समायोजन संबंधी फाइल तैयार करने और उसे कोर्ट में पेश करने में खासी मशक्कत करनी पड़ सकती है। सरकार की प्रशासनिक दक्षता पर राजनीतिक प्रतिबद्धता जब-तब हावी होती दिखाई देती है। गेस्ट टीचरों के प्रतिनिधिमंडल बार-बार मुख्यमंत्री से मिल कर उन्हें समायोजित करने का आश्वासन ले चुके हैं। प्रदेश में इस समय अतिथि अध्यापकों की संख्या लगभग 20 हजार है। जिस उद्देश्य से इनकी भर्ती की गई थी वर्तमान में परिस्थितिजन्य आधार भी खत्म हो चुका है क्योंकि नौ हजार जेबीटी की भर्ती एकमुश्त की जा चुकी है। उन्हें समायोजित करने में राज्य सरकार की सांस फूल रही है। वर्षो से राजकीय स्कूलों में अध्यापन कार्यो में जुटे सैकड़ों शिक्षकों को सर्वशिक्षा अभियान में झोंक कर जेबीटी का समायोजन किया गया है। स्कूलों में अब एक नई तरह की सियासत चल निकली है। कोई पोस्ट वेकेंट ही नहीं दिखाई जाती और गेस्ट टीचर बिना किसी चिंता के कामकाज में संलग्न हैं। आंकड़ों की कलाबाजी स्कूल से लेकर जिला शिक्षा अधिकारी कार्यालय के स्तर तक जारी है। प्रदेश सरकार अपने आश्वासन के मुताबिक अतिथि अध्यापकों को तो समायोजित करे ही पर साथ ही जेबीटी व बीएड को एडजस्ट करने में भी अनावश्यक विलंब न करे। हालात से अनुमान लगाना ज्यादा मुश्किल नहीं है कि कहीं न कहीं योजना व रणनीति के स्तर पर चूक हुई है। अब उसे ठीक करना भी तो सरकार के सरोकारों-दायित्वों में शुमार है। दूरदर्शिता एवं दीर्घकालिक दृष्टिकोण पर आधारित योजनाओं में रोजाना की चक-चक के लिए कोई गुंजाइश नहीं बचती। जल्दबाजी में त्रुटि की आशंका बनी रहती है। अध्यापकों को इस गलती की भूल-भुलैया में न फंसाया जाए। प्रदेश सरकार की नीति और नीयत पर किसी को तनिक भी संदेह नहीं, लेकिन प्रगतिशील नेतृत्व से जो अपेक्षाएं हैं,

हरियाणा में गेस्ट टीचरों की जगह नियमित अध्यापकों की नियुक्ति की मांग संबंधी याचिकाओं पर पंजाब एवं हरियाणा हाईकोर्ट ने हरियाणा सरकार को अपना पक्ष स्पष्ट करने के निर्देश दिए हैं।

चीफ जस्टिस रंजन गोगोई व जस्टिस एजी मसीह की खंडपीठ ने हरियाणा सरकार से पूछा कि वह नियमित अध्यापकों की भर्ती के लिए क्या कदम उठा रहे हैं। अदालत ने 21 मार्च के लिए मामले पर अगली सुनवाई तय की है। अंबाला निवासी तिलक राज व अन्य याचियों की तरफ से कहा गया कि राज्य में २००५ से गेस्ट टीचरों का कांट्रेक्ट समय समय पर बढ़ाया जा रहा है। ऐसे में सरकार इन शिक्षकों को नियमित करने की फिराक में है।

काम कर रहे ज्यादातर अध्यापक योग्यता पूरी नहीं करते। ऐसे में मांग की गई कि जब तक नियमित अध्यापकों की नियुक्ति नहीं की जाती तब तक योग्यता पूरी करने वाले गेस्ट टीचरों का कांट्रेक्ट ही आगे बढ़ाया जाए। याचिका मेंं कहा गया कि नियमित पद लंबे समय से खाली पड़े हैं। ऐसे मेंं इन पदों को भरा जाए।

Unique ID नंबर से होगी ज्वाइनिंग

कैथल। प्रदेश सरकार द्वारा नियुक्त साइंस, गणित और डीपीई अध्यापकों को मुख्यालय से यूनीक आइडेंटिटी नंबर लेना होगा। इसके बाद ही उनकी ज्वाइनिंग हो सकेगी। यदि किसी अध्यापक के पास विभाग द्वारा जारी किया गया नंबर नहीं होगा तो वह अलाट केंद्र पर ज्वाइन नहीं कर पाएगा। इस संबंध में विभाग ने सभी जिला शिक्षा अधिकारियों को निर्देश जारी कर दिए हैं।
सेकेंडरी शिक्षा विभाग के डायरेक्टर ने हरियाणा के सभी जिला शिक्षा अधिकारियों को निर्देशों में कहा है कि विभाग द्वारा बनाई पॉलिसी के तहत नवनियुक्त साइंस मास्टर, मैथ मासअर और डीपीई के लिए चयनित उम्मीदवारों को कर्मचारी पहचान नंबर मिलने के बाद ही ज्वाइन करवाएं। यदि किसी मास्टर के पास यह पहचान पत्र नहीं है, तो वह पहले विभाग के पंचकूला स्थित मुख्यालय से यह नंबर लेगा। इसके बाद ही उसे पोस्टिंग दी जा सकेगी। जिला शिक्षा अधिकारियों को जारी पत्र में स्पष्ट किया है कि यह पहचान नंबर कर्मचारियों के लिए काफी महत्वपूर्ण है। इसके माध्यम से कर्मचारियों का भविष्य में सही तरीके से बायोडाटा तैयार किया जा सकेगा, जो उसके बारे में किसी भी प्रकार की जानकारी की जरूरत पड़ने पर सटीक जानकारी दे सकेगा।
बिना आईडी के नहीं ज्वाइनिंग :
जिला शिक्षा अधिकारी साधू राम बेरवाल का कहना है कि बिना यूनिक आइडेंटिटी के किसी भी मास्टर को ज्वाइनिंग नहीं करवाया जा रहा है। ज्वाइनिंग से पहले पूरा बायोडाटा तैयार कर नंबर उपलब्ध करवाया जाएगा, ताकि कर्मी का पूर्ण विवरण विभाग के पास रखा जा सके।
यह है यूनीक आइडेंटिटी नंबर
शिक्षा विभाग में सभी कर्मचारियों को विशेष पहचान नंबर दिए जा रहे हैं। इन नंबरों के क्रमानुसार संबंधित कर्मचारी द्वारा नौकरी में ज्वाइनिंग के बाद से पूरा विवरण रखा जाएगा। इसमें उसके तबादलों से लेकर उसकी सेवा की पूर्ण जानकारी होगी।
ऐसे दिए जाएंगे कर्मचारी आईडी :
पत्र के अनुसार सभी नवनियुक्त अध्यापक पहले अपने कागजातों की जिला शिक्षा अधिकारी कार्यालय में जांच करवाएंगे। इसके बाद जिला शिक्षा अधिकारी कार्यालय से संबंधित कार्य देखने वाले लिपिक मुख्यालय जाकर यह नंबर अलाट करवाएंगे।

CBSE Adopts Hi-tech Techniques to Check Answer Sheets

The Central Board of Secondary Education (CBSE) ushered in unprecedented education reforms in 2009 by announcing the grade system.

Nearly two years down the line, the CBSE is once again ready to revolutionise the examination system.

Emulating a popular practice abroad, the CBSE - for the first time - will have a section of its Class XII answer scripts examined through the onscreen marking system or OMS.

For the uninitiated, OMS improves the accuracy and efficiency of marking remarkably. In this system, answer scripts are scanned and the images are uploaded on a server, which enables an examiner to evaluate the booklet on the computer with the help of specially developed software.

Though practically unheard of in India, this technology is being used abroad in countries such as the US, UK, Australia and China.

This novel experiment, however, is limited to the Class XII candidates from Delhi appearing for the English (core) paper next month. The Class XII Board examinations begin on Tuesday and the English (core) paper is scheduled on March 11.

"Close to 80,000 candidates in Delhi will take the English (core) examination this year. We will use OMS to evaluate their answer scripts. If this is successful then the numbers will go up next year," a senior CBSE official said.

The OMS has an edge over the manual method as it reduces the margin of error in tabulation of marks and the scope of leaving any answers unevaluated.

The OMS software will calculate the total marks and also highlight any answers the examiner may have missed.

The CBSE's decision to use OMS for Delhi candidates has come only after the success of the By Ritika Choprain New Delhi pilot project last year. "Last year, about 200 answer scripts of the Class XII Board exams were evaluated manually as well as with OMS. After positive feedback from the examiners, the CBSE chairman decided to extend this to a larger number of students this year," the official added.

To implement this on a larger scale, the CBSE has specially designed answer booklets for the Delhi students. Each booklet has a unique serial number and 24 pages, all of which are numbered.

That apart, each answer has a designated space, that is, students will have to write answers against the question numbers printed in the booklet.

These features make it easier for the OMS software to detect and retrieve the scanned answer booklets for the examiner.

All Delhi schools affiliated to the CBSE were informed about the newly designed answer booklets through a circular dated February 24, just a week before the exams are to commence.

This has created panic among students. The fact that all answers are being given a designated space is the biggest cause of concern.

The CBSE reportedly consulted several teachers before allotting space to each answer.

"Even if they have given more space than what was recommended, I am not sure if it accounts for handwriting differences. I might need more space to write an answer because my words have more space in between," a Class XII student of Springdales School on Pusa Road said.

"It's helpful as students know how much they are expected to write. It will be how they used to answer the Class X paper. This announcement could have come earlier," Ameeta Wattal, principal of Springdales, said.

What is OMS?

OMS or onscreen marking system has been developed for improving the security, quality, reliability and efficiency of marking. In this method, answer scripts are scanned and their images are saved and transferred to assessment centres where examiners evaluate answers on a computer with the help of the OMS software.

How is it better?

There is no totalling error as marks are calculated by the software.
There is no scope of any answer remaining unevaluated in the booklet as the software will point out if the examiner has omitted an answer by mistake.
In the manual process, wrong marks can be entered at the time of transferring total marks from the answer booklet to the award list. With OMS, errors at this level are eliminated.
Since each answer booklet has a unique serial number, the OMS software can enable easy retrieval of the answer script.
How does it work?

1. The answer script is scanned and uploaded on the server of four-five schools that have been identified as evaluation centres by the CBSE.

2. Each examiner for English (core) will be given a unique user ID and password, with which he/she can access only those answer scripts allotted to him/her for evaluation.

3. An examiner will visit an evaluation centre, where he/she will be given a PC on which they can access their designated answer booklets with their user ID.

4. Examiners will evaluate their answer booklet on the computer screen and enter the corresponding marks in a separate window.

5. At the end of evaluation, the software will point out if the examiner has forgotten to evaluate any answer. The software will calculate the total marks.

6. Each examiner is expected to evaluate 20-25 answer booklets in one day.

Confirm services of teachers: High Court

Chandigarh, March 8
The Punjab and Haryana High Court today asked the state of Haryana to confirm within four months the services of all teachers in the state Education Department.

The directions, by the Division Bench of Chief Justice Ranjan Gogoi and Justice Augustine George Masih, will be applicable to all teachers, who have completed the probation period and are eligible for confirmation.

The directions are significant as the state government had not confirmed the services of teachers, including masters, lecturers, headmasters and principals, serving with the Education Department for years together even after the completion of the probation period.

According to an estimate, more than 20,000 teachers serving in the state of Haryana will be benefited from the orders.

UNIT – 3
Ordinary Differential Equations (ODEs):
Existence and uniqueness of solutions of initial value problems for first order ordinary differential equations, singular solutions of first order ODEs, system of first order ODEs.
General theory of homogenous and non-homogeneous linear ODEs, variation of parameters, Sturm-Liouville boundary value problem, Green’s function.
Partial Differential Equations (PDEs):
Lagrange and Charpit methods for solving first order PDEs, Cauchy problem for first order PDEs.
Classification of second order PDEs, General solution of higher order PDEs with constant coefficients, Method of separation of variables for Laplace, Heat and Wave equations.
Numerical Analysis :
Numerical solutions of algebraic equations, Method of iteration and Newton-Raphson method, Rate of convergence, Solution of systems of linear algebraic equations using Gauss elimination and Gauss-Seidel methods, Finite differences, Lagrange, Hermite and spline interpolation, Numerical differentiation and integration, Numerical solutions of ODEs using Picard, Euler, modified Euler and Runge-Kutta methods.
Calculus of Variations:
Variation of a functional, Euler-Lagrange equation, Necessary and sufficient conditions for extrema. Variational methods for boundary value problems in ordinary and partial differential equations.
Linear Integral Equations:
Linear integral equation of the first and second kind of Fredholm and Volterra type, Solutions with separable kernels. Characteristic numbers and eigenfunctions, resolvent kernel.
Classical Mechanics:
Generalized coordinates, Lagrange’s equations, Hamilton’s canonical equations, Hamilton’s principle and principle of least action, Two-dimensional motion of rigid bodies, Euler’s dynamical equations for the motion of a rigid body about an axis, theory of small oscillations.

UNIT – 4
Descriptive statistics, exploratory data analysis
Sample space, discrete probability, independent events, Bayes theorem. Random variables and distribution functions (univariate and multivariate); expectation and moments. Independent random variables, marginal and conditional distributions. Characteristic functions. Probability inequalities (Tchebyshef, Markov, Jensen). Modes of convergence, weak and strong laws of large numbers, Central Limit theorems (i.i.d. case).
Markov chains with finite and countable state space, classification of states, limiting behaviour of n-step transition probabilities, stationary distribution, Poisson and birth-and-death processes.
Standard discrete and continuous univariate distributions. sampling distributions, standard errors and asymptotic distributions, distribution of order statistics and range.
Methods of estimation, properties of estimators, confidence intervals. Tests of hypotheses: most powerful and uniformly most powerful tests, likelihood ratio tests. Analysis of discrete data and chi-square test of goodness of fit. Large sample tests.
Simple nonparametric tests for one and two sample problems, rank correlation and test for independence. Elementary Bayesian inference.
Gauss-Markov models, estimability of parameters, best linear unbiased estimators, confidence intervals, tests for linear hypotheses. Analysis of variance and covariance. Fixed, random and mixed effects models. Simple and multiple linear regression. Elementary regression diagnostics. Logistic regression.
Multivariate normal distribution, Wishart distribution and their properties. Distribution of quadratic forms. Inference for parameters, partial and multiple correlation coefficients and related tests. Data reduction techniques: Principle component analysis, Discriminant analysis, Cluster analysis, Canonical correlation.
Simple random sampling, stratified sampling and systematic sampling. Probability proportional to size sampling. Ratio and regression methods.
Completely randomized designs, randomized block designs and Latin-square designs. Connectedness and orthogonality of block designs, BIBD. 2K factorial experiments: confounding and construction.
Hazard function and failure rates, censoring and life testing, series and parallel systems.
Linear programming problem, simplex methods, duality. Elementary queuing and inventory models. Steady-state solutions of Markovian queuing models: M/M/1, M/M/1 with limited waiting space, M/M/C, M/M/C with limited waiting space, M/G/1.

SYLLABUS for PART C -
Mathematics: This section shall carry questions from Unit I,II and III.
Statistics: Apart from Unit IV, this section shall also carry questions from the following areas. Sequences and series, convergence, continuity, uniform continuity, differentiability. Reimann integral, improper integrals, algebra of matrices, rank and determinant of matrices, linear equations, eigenvalues and eigenvectors, quadratic forms.
